Pacific Northwest National Laboratory Access Control Coordinator in Richland, Washington

This position is accountable to the Special Security Office Functional and Team Lead and will primarily be responsible for performing facility access control duties. The incumbent is expected to possess a solid administrative skillset that includes proficiency in the Microsoft Office suite and will be required to gain a thorough knowledge of PNNL, DOE, and DOE-IN access control policies and procedures, classified visitor identification and badging procedures, and utilize effective communication to guide PNNL staff members and high-profile visitors through the visit process. The incumbent will work closely with the FIE Special Security Officers to coordinate and execute random inspections of all personnel entering and exiting secure facilities and report any technical or information security violations.

FIE SAS 2 Technical Coordinators will work closely with the Special Security Office Functional Manager and Team Lead to coordinate administrative, operational, and security program support to the Special Security Office. This position interfaces with a broad variety of contacts including PNNL Laboratory Management, U.S. Government officials, sponsor and community dignitaries, local staff, contractors, vendors, union laborers, and maintenance personnel.

Responsibilities

  • Demonstrate strong customer service and professionalism.

  • Be a team player who demonstrates effective communication and problem-solving skills.

  • Control access to the PNNL FIE facilities by verifying security credentials and in accordance with PNNL, and Department of Energy (DOE) orders/policies, and Intelligence Community Directives (ICDs.)

  • Question staff entering/exiting SCIFs to ensure they have no prohibited or controlled articles or classified documents or media.

  • Coordinate SCIF visitor identification verification, badging for all facility office moves and maintenance actions.

  • Schedule and maintain facility workspace calendars (conference rooms, hotel workstations, etc.).

  • Schedule and coordinate meetings in FIE facilities.

  • Schedule and coordinate video telephone conferences in FIE facilities.

  • Schedule and coordinate telephone calls in the FIE facilities.

  • Provide facility and FIE information to assist staff and visitors.

  • Maintain a professional working area.

  • Demonstrate MS Office Suite proficiently.

  • Provide security administrative or security program support to the SSO Team and other FIE Security Operations teams as directed.

Qualifications

Minimum Qualifications:

  • High school diploma/GED and 4 years of relevant work experience -OR-

  • AA or higher and 2 years of relevant work experience

Preferred Qualifications:

  • Should possess excellent written and verbal communication skills.

  • Experience with automated access control systems.

  • Should be able to identify potential access control administrative/security problem areas and recommend viable solutions.

  • Ability to use discretion and good judgment; independently make decisions; positively interact with a wide variety of PNNL staff and clients of all levels; resolve and/or advise management on a wide range of administrative issues; provide training and guidance to less senior or new staff when necessary.

  • Must be able to demonstrate proficient use of standard office equipment; demonstrate proficient use of MS Office Suite; prioritize work, and coordinate calendars/schedules; be responsible for commitments and action items.

  • Must understand office support functions and possess the ability apply procedures; work with minimal supervision; use discretion and good judgment about processing/disclosing sensitive or confidential information effectively; direct workflow of others as appropriate.

  • Communicates and serves as an information resource on FIE policies, guidelines, and procedures. Demonstrates professionalism, tact, communicates in a positive manner, and exhibits discretion.

  • Experience working with classified programs and information.

Additional Information

This position requires the ability to obtain and maintain a federal security clearance.

Requirements:

  • U.S. Citizenship

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.

  • Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
