Our focus is reducing the environmental risk posed by 56 million gallons of radioactive and chemical waste stored in 177 underground tanks on the Hanford Site located in Richland, WA. Washington River Protection Solutions (WRPS) seeks a Project Controls Engineer (PCE) to join Retrieval Operations Project Controls organization. The Project Controls Engineer will prepare, maintain, review and revise baseline schedules and budgets for programmatic/project activities and/or line-item construction project activities. Work will be performed per applicable Department of Energy (DOE) and WRPS orders, standards, procedures and guidelines using established DOE and industry methodologies and techniques. Reviews work for completeness as required by project specifications and scope definition. Applies standard cost and/or scheduling data to departmental programs or systems.

The individual will be responsible for utilizing the tools and systems necessary to effectively and proactively manage and control concurrent projects throughout the organization from proposal through execution and completion. Tasks may include the preparation, monitoring and control of baseline detailed and integrated master summary schedules and milestones; preparation, monitoring and control of baseline time-phased budgets; cost control and earned value performance measurement including the Budgeted Cost for Work Scheduled (BCWS), Budgeted Cost for Work Performed (BCWP), Actual Cost of Work Performed (ACWP), and Schedule Variance (SV)/Cost Variance (CV); and associated reporting and information distribution internally and externally to key stakeholders.

The Project Controls Engineer, responsibilities include but are not limited to the following:

  • Responsible for preparing and coordinating estimating, cost engineering, schedule engineering data and resources for the purpose of providing high quality estimates, budgets, cost and schedule analysis and timely, accurate reports for measuring the performance and progress of projects.

  • Monitor and analyze direct labor including craft, material, subcontracts and indirect costs by utilizing cost reports.

  • Review and establish requirements for cost control data and collects information for specific functions and disciplines.

  • Develop requirement for cost recording, reporting and analyzing processes and programs.

  • Coordinate and ensure the timeliness and accuracy of forecasts relative to the scope planned based on historical data, industry standard rates and/or parametric calculations.

  • Provide analysis and recommendations for corrective actions regarding cost and schedule performance problems to managers and engineers.

  • Analyze and recommend corrections to the cost and schedule systems.

  • Perform assigned Project Controls tasks for establishing and/or implementing cost and schedule processes in accordance with approved procedures and guidance documents.

  • Work with multiple disciplines to develop and maintain integrated schedules requiring simple to moderately complex logic ties to a high-quality standard. Ensures high data quality.

  • Develop and apply unit rates and costing rates to quantified estimates to revise forecasts.

  • Develop Baseline Change Requests (BCRs) based on interpretive input from others.

  • Establish and maintain trend program and appropriate periodic reporting.

  • Prepare forecast of final costs based on available data and input from others.

  • Develop knowledge and experience of the following scheduling activities: coding structures, WBS's, performing organizations, filters, sorts and report formatting. Also, gains knowledge of electronic uploading/downloading, from P6 to other software, of large amounts of data.

Required Qualifications

Grade 16:

Bachelor's degree (BA/BS) in project management, construction management, engineering, business or other related discipline and 2 years related experience, or equivalent combination of education and/or experience.

Grade 17:

Bachelor's degree (BA/BS) in project management, construction management, engineering, business or other related discipline and 5 years related experience, or equivalent combination of education and/or experience.

Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.

Desired Qualifications

  • Experience with earned value systems, including but not limited to cost analysis, EAC development, schedule development and maintenance, earned value reporting systems, subcontract management, estimating, and Primavera P6 knowledge.

  • Good interpersonal and communications skills needed to be able to communicate with personnel, management, and support organizations.

  • Knowledge of Project Controls practices, techniques, and standards.

  • Knowledge of General Plant Projects (GPP) and associated funding thresholds.

  • Knowledge of various database and reporting systems such as HANDI, Asset Suite, Automated Accrual System, Crystal Reporting, Integrated Document Management System (IDMS), Tank Farm Project Management (TFPM), Cost Plan, Tank Farm Rules of Performance (TFROP), and Tank Farms Work Charging Authorization (TFWCA).

Compensation & Benefits

In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, WRPS takes into consideration a variety of factors when determining initial salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made within the targeted hiring range posted. Note a candidate's prior salary history will not be taken into consideration.

Hiring Range Minimum: $86,138

Hiring Range Maximum: $119,250
