Project Overview:

Join us as we make history at the Hanford Vit Plant, known as the Waste Treatment and Immobilization Plant. We are designing and building a one-of-a-kind facility that will turn radioactive and chemical waste left over from World War II and Cold War plutonium production into a form safe for disposal. Sitting at the confluence of the Columbia, Snake and Yakima rivers near two mountain ranges, our community provides access to year-round outdoor recreation, 300 days of sun a year, more than 200 wineries within a 50-mile radius, and the amenities of large cities just a three-hour drive (or short flight) to Seattle and Portland.

Job Summary:

In this role, you will participate in subcontract formation and/or administration. Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Subcontract administration includes continual progress review, forecasting, and communication of difficulties. Your work will ensure subcontract compliance with project requirements. This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m. #LI-SF1

Major Responsibilities:

Subcontract Administration

  • Implements the Supply Chain Assignment Schedule which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Administration

  • Administers assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties

  • Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, subcontract administration and other major matters

  • Administers less complex contract changes by negotiating with customer personnel and obtaining settlement

  • Prepares periodic status reports for management

Subcontract Formation

  • Conforms and ensures subcontract execution

  • Directs negotiation in the commitment of subcontracts

  • Prepares bidders’ lists and pre-qualifies bidders

  • Forms bid request packages and issues bid request packages to approved bidders

  • Coordinates bidders’ questions and answers to those questions

  • Receives bids and evaluates bids commercially

  • Prepares Commercial Bid Summary and recommendations

  • Recommends and secures approvals in accordance with established procedures

  • Prepares subcontract documents for execution

  • Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters

  • After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules

Education and Experience Requirements:

Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience

Required Knowledge, Skills, and Abilities:

  • Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.

  • Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge)

  • Must possess the right to work and remain in the United States without sponsorship.

  • Demonstrate experience in both Contract Formation and Administration.

  • Must possess a good working knowledge and understanding of subcontracting concepts, principles and practices, and the techniques of ensuring task completion, project delivery processes, and subcontractor relationship expectations.

  • Demonstrate experience and skilled in determining contract price reasonableness.

  • Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims negotiation and dispute resolution.

  • Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.

  • Must be able to obtain a Department of Energy badge for access to the Hanford Site.

  • Possess the right to work and remain in the United States without sponsorship.

  • Excellent written and verbal communication skills.

  • Knowledge of standard computer applications such as Microsoft Office.
