JOB SUMMARY: Member of the Information Technology senior leadership team. Ensures efficient and effective operation of the System Support functions of the IT Department through staff direction and leadership. Responsible for the management of all enterprise software applications and special-purpose solutions, system administration and database administration for the workgroup. Participates in planning of programs, policies or objectives for own work group and department.

DUTIES and RESPONSIBILITIES: Oversees the development/implementation and support of all enterprise software applications as well as special-purpose solutions, in a multi-platform environment. Responsible for activities of supervised personnel, including customer service, product quality, and timely completion of tasks. Monitors status, deliverables, timelines, and budget for all software implementation and upgrade projects in workgroup. Working with IT Project Management Office, evaluates user requirements, analyzes and determines specific solutions, recommends solutions to use, and assures the development and implementation of these solutions in a timely, cost-effective manner. Develops good working relationships with vendors to establish effective communication utilized throughout all procurement and support related tasks. Participates in preparing, reviewing and making recommendations on behalf of IT for Requests for Proposals (RFPs), statements of work, and agreements related to software acquisitions, enhancements and upgrades. Responsible for hiring, evaluation, and discipline of assigned staff. Timely submittal of all financial obligations; Frequent communication with all interested parties on status of all financial obligations. Proactively seek new solutions or integration methods. Mentor and guide staff and collaborate effectively with internal and external partners. Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.

REQUIREMENTS: Bachelors degree (in computer science, information systems or related field preferred). 10 years of job-related experience including 5 years supervisory/management experience required. Full stack development experience including knowledge of Microsoft Visual Studio focusing on ASP.Net. Experience with one or more common databases and / or data modeling tools. Strong multi-platform technical skills; strong analytical and system design skills. Strong background in customer support. Exceptional supervisory and organizational skills; verbal and written communications skills. Interpersonal skills and ability to deal effectively with the public, vendors, other employees, and elected officials.
