Job Description:
Parsons is looking for an amazingly talented Project Cost and Controls Manager to join our team based in Riyadh. The successful application will be responsible for the overall planning, cost and control activities for a large infrastructure program.
What You'll Be Doing:
The Project Cost & Controls Manager will be responsible for exercising a qualified level of cost management discipline including cost planning, controlling and reporting proficiency. The incumbent provides complete cost management and control for a large infrastructure program. Responsibilities include:
Overall ownership of Project Management Plans
Responsible for the creation and maintenance of reports to accurately reflect current budgets, invoices and committed costs; projected-to-go or cost-to-complete estimates; budget variances; cash flow projections; and schedule of values for individual projects.
Development of project risks, mitigations and contingencies
Provide trending information to assist in forecasting potential problems with cost and time.
Manage work breakdown structures and revisions.
Coordinate conceptual estimates for program budgets.
Development and maintenance of automated program cost database.
Oversight of document control systems and activities
Perform work in a safe manner and actively encourage others to comply with safety rules and regulations.
Provide, annually, a fiscal budget and past period cost performance report.
Provide, monthly, a consolidated program cost performance report.
Provides input and recommendations for cost engineering requirements relative to staffing and project control for the full range of cost engineering activities. Prepares detailed manpower work plans for cost engineering activities.
Reviews as directed cost engineering and controls related provisions of proposals, and develops supporing data for contract negotiations.
Prepares cost presentations and interfaces with designated management for specific cost engineering tasks.
Responsible for the timely and competent performance of cost estimates. Establishes the conceptual scope of estimates and studies. Prepares and analyzes comparisons of scope and cost data between projects.
Coordinates and establishes coping requirements for the overall cost estimate by discipline or other specialty and coordinates the timely, systematic and complete acquisition of scope definition and related data.
Plans, coordinates and establishes level of quantification appropriate to the objectives of the effort and to the level of scope definition for each discipline or specialty and designates reference job(s) for source data and/or reconciliations of quantities. Reviews quantities and their completeness and reasonableness.
Coordinates pricing structure or criteria to be used by each discipline or specialty which meet the objectives of the cost estimate. Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence, identification of areas of risk.
Supervises the preparation of project cost budgets for compliance with budgeting standards, completeness and accuracy.
Defines project needs for cost control in accordance with established company and client contractual requirements, objectives and prrocedures. Supervises the timely and competent performance of cost control activities. Reviews and critiques designs and specifications for cost effectiveness and suggests alternatives when appropriate.
Supervises cost recording, monitoring, and reporting practices for compliance with applicable standards. Supervises investigating requirements for estimating and/or cost control data for specific discipline or other specialty applications. Identifies needs for cost analysis support for the project, and recommends development of modification of cost engineering data standards.
Assists in developing unit manhour and pricing data for a specific discipline or other specialty, including estimating parameters, factors indices, productivity and craft distribution reference data, etc. based on analysis of company and industry experience. Performs data analysis. Identifies problems and makes recommendations.
What Required Skills You'll Bring:
Bachelor’s Degree or at least ten years related experience and/ or training, or equivalent combination of education and experience.
Proven construction experience in estimating, bidding and job cost preparation
An understanding of construction contracts, scheduling and general construction management principles is required.
Construction experience in change order review / negotiations process preferred.
Planning, budgeting, forecasting
Risk management and risk mitigation
Excellent oral and written communication skills.
