The primary purpose of this position is to implement, execute, and evaluate occupational safety mishap prevention programs. Reviews and evaluates corrective actions for applicability and ensures implementation. *THIS JOB IS ONLY OPEN TO EMPLOYEES IN AFRC/SEG ROBINS,AFB.* Responsibilities Implements and directs Risk Management (RM), command safety education and training, traffic safety and safety awards programs for functional elements and safety disciplines. Serves as a MAJCOM SME utilizing expert knowledge of occupational safety and health principles, laws, directives, instructions, and precedent decisions to provide technical and/or safety guidance. Drafts command policy, goals, and guidance coordinating applicable work efforts with Air Force Safety Center (AFSEC), Secretary of the Air Force Installations, Environment and Energy (SAF/IE), and other MAJCOM safety staffs for implementation into occupational safety and health programs. Functions as a recognized expert technical safety consultant and authority in safety analysis of occupational workplace operations and systems spanning a broad spectrum of hazardous chemicals and materials and highly complex and hazardous situations. Plans, develops and administers a comprehensive mishap analysis capability. Represents the command's position on safety and occupational health issues at meetings, councils, seminars, and conferences sponsored by AFSEC, MAJCOM/DRU/ Forward Operating Agencies (FOAs), DoD, and other federal agencies or industry constituents. *THIS JOB IS ONLY OPEN TO EMPLOYEES IN AFRC/SEG ROBINS,AFB.* Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: IOR: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. OR Certificates Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Expert knowledge of technical workplace safety concepts, principles, laws, regulations, standards, practices, and precedent decisions which provide the capability to recommend substantive program changes or alternative new courses of managerial action requiring the extension and modification of existing health and safety techniques. Subject Matter Expert (SME) providing technical and/or safety guidance expertise through safety program evaluations of fully developed and diverse safety and occupational health programs at Numbered Air Force (NAF), Direct Reporting Units (DRUs), centers and wings. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of occupational safety and health principles, practices, procedures, laws, directives, instructions, and current legislative issues as they relate to the Air Force occupational safety and health program. In-depth knowledge of mandatory federal safety and health standards, American consensus standards, and other nationally recognized safety guidance sufficient to determine the need for inclusion in, and supplementation of AF safety standards. Knowledge of communication techniques, principles, and regulations to communicate effectively both orally and in writing, in responding to work-related problems and questions. Skill to identify problems and develop innovative solutions. Ability to research multiple standards dealing with one topic and consolidate requirements into one requirement for MAJCOM application. 6. Ability to review mishap data, perform data analysis, and develop required AF and OSHA reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
