POSITION DESCRIPTION

Assistant Construction Supervisor

Nature of Work

The Assistant Construction Supervisor is responsible for the planning, coordination, and management of municipal construction projects related to special development projects in downtown Rochester. Typical duties include but are not limited to: directing the work and assignments of field employees and consultant inspectors assigned to specific projects; assisting with preparing capital project budgets, and completion of research/reports. The role will work closely with contractors, consultants, city staff, and other stakeholders to ensure that construction projects are executed efficiently, safely, with high quality, and in compliance with contractual terms, local codes, and regulations.

The Assistant Construction Supervisor will have a primary focus on field construction oversight and contract administration.

Starting salary range is $85,306 to $100,361 with advancement to $125,451.

DUTIES AND RESPONSIBILITIES

The work below is representative of the scope of work performed within this job classification.

*Manage and coordinate construction of public infrastructure projects within the City in accordance with federal, state, and local requirements.

  • Oversee and work with contractors, consultants and their representatives on project plans. Ensure all site inspections are completed and the work is done according to plans and specifications.

  • Evaluate problems as they arise and provide recommendations for resolutions to contractors, consultants and teammates.

  • Review and approve monthly pay estimates to contractors.

  • Assist Construction Services Supervisor in preparation and submittal of State Aid and Federal Aid pay requests.

  • Provide contract administration, including preparing Supplemental Agreements, Change Orders, and Minor Extra Work Orders.

  • Provide detailed technical support, materials and equipment research analysis, cost estimates, and professional recommendations regarding municipal engineering infrastructure issues.

*Complete administrative functions in the management of projects, preparation of budgets, and completion of research/reports.

  • Research, analyze, evaluate, initiate, and assist in the execution of complex public infrastructure projects.

  • Develop budgets and schedules for public infrastructure projects.

  • Organize, maintain and update the infrastructure related files, maps, records, and plans.

  • Provide critical recommendations relating to project schedules and priorities to ensure projects are completed on time.

  • Provide detailed technical support, research analysis, cost estimates, engineering reports and professional recommendations regarding municipal engineering infrastructure issues.

*Collaborate with other city departments and divisions on construction related matters and represent the City positively in relationships with consultants, businesses, citizens and other agencies.

  • Act as a liaison between the city’s project management team and on-site contractors.

  • Provide public service notifications and updates and respond to inquiries, complaints and requests for information regarding assigned projects.

  • Assist and coordinate with city office staff and partner agencies on contracts, claims, and other infrastructure related matters.

  • Relay information on important developments to department managerial and technical employees.

  • Collaborate with city team members to resolve complex project issues by providing construction expertise.

Perform other duties as assigned or necessary.

*ESSENTIAL FUNCTIONS

MINIMUM QUALIFICATIONS

Education and Experience

An Associates degree in Construction or Contract Management, Civil Engineering, Engineering or related field from an accredited college or university and four (4) years of progressively responsible employment experience in municipal construction projects and/or large, complex private projects.

An equivalent combination of education, certification and experience sufficient to successfully perform the essential duties of the position may be considered.

Licenses and/or Certifications

Valid driver's license

Minnesota Department of Transportation (MnDOT) certifications: Erosion Control Site Inspector, Grading and Base Tester, Grading and Base Inspector, Concrete Field Tester, Concrete Field Inspector, Bituminous Street Inspector, and Aggregate Production.

  • An individual selected for this position who does not possess the additional education requirements at the time of hire must achieve these requirements within two years as a condition of continued employment.

Desirable Qualifications

A Bachelor’s degree in Construction or Contract Management, Civil Engineering, Engineering or related field.
