General Description

An employee in this title assists in the research, planning, promotion, and implementation of various housing development projects and housing assistance programs. This employee also provides information and technical assistance to private and non-profit organizations involved with housing. The incumbents work independently under general supervision from management staff. Related work is performed as required.

Typical Work Activities

  • Initiates, promotes, and facilitates the generation of housing development proposals from private and non-profit organizations;

  • Identifying local housing needs through analysis of various housing and population data, and through formal and informal contacts with housing agencies, neighborhood groups, and other organizations;

  • Identifies sources of private and public financing for housing developments and keeps current with changes in lending practices, regulations, and other factors affecting the mortgage market;

  • Promotes housing and real estate programs and projects;

  • Responds orally and in writing to requests for housing program information;

  • Prepares grant proposals for various housing related programs and projects, as well as supporting documentation;

  • Acts as a liaison between the housing division and not-for-profit agencies, private developers, City offices and other participating organizations during program planning and implementation;

  • Assists agencies in developing and refining housing related program and project proposals;

  • Offers advice to clients on project feasibility and alternatives;

  • Assists in the implementation of physical development proposals involving other City divisions, including acquisition of private or publicly owned land and/or buildings, rehabilitation and/or leasehold improvements, demolition, condemnation, relocation of families or business, plan and review design, new construction, zoning, and public improvements;

  • Writes requests for proposals for professional services and/or development, and reviews and evaluates requests for proposals;

  • Monitors housing programs and services administered under contract to ensure conformance with budget guidelines and the regulations and requirements of Federal and other funding sources;

  • Explains housing development projects, housing assistance programs, funding regulations, specific projects, and other complex information in formal and informal presentations, over the phone and in person;

  • Writes a variety of reports and summaries, both complex and simple, in tabular and narrative form.

Minimum Qualifications

High School Diploma or GED, plus either I, II, III, or IV.

  • Master's degree* in Business or Public Administration, Finance, Architecture, Civil Engineering, City Planning, Urban Studies, or a closely related field; AND

  • One (1) year experience in planning, designing, implementing, or evaluating housing development or community development programs. OR

  • One (1) year of experience in real estate development, including financial and loan packaging for commercial or residential projects.

  • Bachelor's degree* in one of the fields specified in I and two (2) years of experience as described in I-A or I-B above.

  • Master's degree* in any field and three (3) years of experience as described in Section IA or IB above;

  • Bachelor's degree* in any field and four (4) years of experience as described in Section IA or IB above.

    • Candidates who expect to receive this degree or diploma by August 1, 2025, may participate in the examination. If successful on the examination, you will not be certified for appointment until you have submitted proof of completion of the requirements to the City of Rochester Examination Administration unit. Proof must be submitted no later than 2 (two) months after the completion of your degree or diploma; failure to do so will result in removal of your name from this list.

Exam Information

Scopes/Subjects of Examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Preparing Written Material: These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

Understanding and Interpreting Written Material: These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

Understanding and Interpreting Tabular Material: These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.

Evaluating Conclusions in Light of Known Facts: These questions will consist of a set of facts and a conclusion. You must decide if the conclusion is proved by the facts, disproved by the facts or if the facts are not sufficient to prove or disprove the conclusion. The questions will not be specific to a particular field.

  • The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test. This publication is available on line at: https://www.cs.ny.gov/testing/testguides.cfm.

  • The Central Library of Rochester and Monroe County May have exam-related material, as well as, other branches.
