Health First Sr Business Contract Analyst - Supply Chain Management in Rockledge, Florida

POSITION SUMMARY

Provide thought leadership based on in-depth analysis and technical expertise on all Integrated Delivery Network (IDN) contracts, purchasing agreements, supply chain industry and product trends, compliance, savings, and utilization. In-depth analysis includes but is not limited to, IDN contracted and non-contracted, spend, identification of price point and Unit of Measure (UOM) discrepancies related to contracts and pricing agreements, and activating Group Purchasing Organization (GPO) and locally negotiated contracts. Research and communicate new product approvals and related knowledge performance indicators (KPI’s) to Corporate Supply Chain executives, and respective Portfolio Managers so that actionable measure can be taken for negotiating, operationalizing, and amending contracts and purchase agreements, as needed, including all IDN consignment clinical product agreements.

Manage, analyze, and monitor all components of contracts and vendor performance for the IDN in the Corporate Supply Chain contract repository, maintaining the integrity of data in various systems. Through analysis forecast, propose recommended savings opportunities at various level detail, along with actionable data for the Supply Chain team to forecast, plan and optimize sourcing performance and/or contract and savings commitments by the IDN and/or supply vendors.

PRIMARY ACCOUNTABILITY

  1. Identify and analyze trends to include opportunities and realized savings, in monthly and annual (over $650 million) spend involving all levels (item, department, etc.) for the IDN and communicate to respective sourcing and contract administrators.
  2. Analyze IDN wide utilization and spend on Group Purchasing Org (GPO) and Local contracts to identify opportunities for maximum volume/value, cost efficiency, product category consolidation and pricing tier improvements to ensure Health First is maximizing contractual value against organizational financial goals.
  3. Through analytics, manage and monitor the quality and integrity of the data documented within Health First’s Materials Management Information System (MMIS) system and Health First’s Contract Management System.
  4. Negotiate, operationalize, and amend IDN consignment agreements related to clinical products.
  5. Ensure and validate that contract pricing information for all new items is approved through the Health First Value Analysis & contract process and is captured, managed, and reported out to all appropriate stakeholders.
  6. Ensure and validate that Local and GPO contract price activation, facility rosters and tier assignments are accurate and timely at direction of contract administrator.
  7. Monitor Health First’s operational and financial performance for all Local agreement and GPO standardization programs and propose recommendations on opportunities to optimize program standardization efforts.
  8. Manage contract expirations (over rolling 12 months) for entire IDN to enable Contract Portfolio Managers to ensure expiring agreements are addressed 60-90 days before the termination date.
  9. Analyze, document, and validate fulfillment of contract commitments and obligations, routinely and through standard inquiries to ensure contractual commitments by Health First and all vendors.
    1. Collaborate as requested with respective supply chain members on data mining efforts, and key analytics to support strategy, pricing intelligence, and benchmarks to make impactful decisions for the IDN.
    2. Assist Contract Administrators with the development of category project plans and profiles based on analytics from trends, utilization, and demand.
    3. Lead in the daily identification and resolution of procurement related product discrepancies (Price, Unit of Measure & Part #) and take action with vendors and GPO client support to resolve discrepancies.

MINIMUM QUALIFICATIONS

*Education: *Bachelor’s Degree in relevant discipline *Licensure: *None Required *Work Experience: *Five (5) years clinical or materials management or finance experience. *Knowledge/Skills/Abilities: *

  • Technology- Microsoft Office – Outlook, Word, Excel, PowerPoint; pivot tables, V-look up function – Advanced MS Excel proficiency related to this role.

PREFERRED QUALIFICATIONS

Education:No additional education required Certification:CMRP (Certified Materials & Resource Professional) Experience:Familiarity with Materials Contracting in a Healthcare setting Knowledge/Skills/Abilities:

  • Process Improvement– knowledge of LEAN or another model to identify opportunities for improvement to achieve goal and/or outcome Technology- Previous Materials Management Information Systems Software PeopleSoft / Lawson preferred

PHYSICAL REQUIREMENTS

Frequently sit and use hand-eye coordination, and up-close to distant vision; occasionally walk, stand, and bend. Occasionally lift, carry, push, pull or move objects up to 20 pounds. Majority of time works in office environment, low noise level; Occasional travel to/from HF locations, environment and noise level varies from low to loud.
