Position Details: Full-time, 40 hours/week Monday-Friday Office/On-site Position Responsibilities:  This position resides in the Structural Steel section.   Examples of roles and responsibilities, include: The inspection of structural steel fabrication and coating application at fabrication shops or coating facilities.  Coordinating and providing quality control related resources to MESU staff and active construction project staff to ensure that structural steel fabrication follows the applicable standards and the materials, fabrication equipment, and workmanship meet established quality criteria in the welding codes, specifications, and other project documents.  Assisting in the review of test report, quality control plans, equipment calibration reports, and other applicable fabrication documentation.   Contributing to the maintenance of the CTDOT welder qualification program.   Other related roles and responsibilities will be assigned as needs of the Unit and section evolve.  Selection Plan To Apply: In order to be considered for this job opening, you must meet the Minimum Qualifications as listed on this job opening. PURPOSE OF JOB CLASS (NATURE OF WORK) In the Department of Transportation, Division of Materials Testing this class is accountable for acting as a working lead and/or for performing the most complex tasks in materials testing field and laboratory inspections, including inspections of bituminous plants, and chemical or physical testing and analysis of construction, maintenance, and other materials. EXAMPLES OF DUTIES WORKING LEAD: As assigned by the supervisor, may distribute, prioritize, oversee and review work of a field or central laboratory staff; May provide staff training and assistance; May conduct or assist in conducting performance evaluations; May act as liaison with operating units, agencies, consultant staffs or other outside officials such as construction personnel, vendors and producers regarding laboratory policies and procedures and/or problems with materials; May recommend policies and standards; May prepare reports and correspondence of tests and analyses including graphs; Performs related duties as required. ADVANCED WORKING LEVEL: Prepares recommendations regarding suitability of materials used in construction or maintenance of transportation systems;  Establishes and maintains procedures; Performs assurance sampling and material inspections and testing; Assists in directing research on new materials or modification of old materials; May make recommendations concerning product certification in meeting specific contract specifications; May witness welder certification tests; May assist in the purchasing of instrumentation; Performs related duties as required. KNOWLEDGE, SKILL AND ABILITY Considerable knowledge of physical and/or chemical properties, specifications, and uses of construction materials; principles and practices prescribed by the American Society for Testing Materials, the American Association of State Highway and Transportation Officials, and the federal government for chemical and physical testing of transportation construction and maintenance materials; Considerable skills in performing calculations; interpersonal skills; oral and written communication skills; Considerable ability to perform chemical and/or physical tests and analyses; Ability to calibrate equipment and standardize reagents; utilize computer software; lead. MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Six (6) years of experience in the chemical and/or physical analysis of transportation construction or maintenance materials, including independent performance of tests such as extraction gradation, slump and air content for cement, and concrete cylinder tests. MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED College training in natural sciences, construction technology, civil engineering or other related fields may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. PREFERRED QUALIFICATIONS Experience with Microsoft Office, Bluebeam, and AASHTOWare Project Construction and Materials software Experience with Microsoft Excel, creating spreadsheets, inputting data, and creating graphs Experience performing mathematical computations, preparing documents such as material testing and inspection reports, and reviewing inspection-related documents such as quality control plans, shop drawings, test reports, and welding procedures. Experience communicating verbally and in writing with teammates and stakeholders of all levels Knowledge and experience with structural steel fabrication processes and applicable AWS, AMPP, AASHTO and/or ASTM standards Possession of an American Welding Society (AWS) Certified Welding Inspector (CWI) certification Ability to problem solve, interpersonal skills, oral and written communication skills, organizational skills SPECIAL REQUIREMENTS NUCLEAR DENSITY UNIT: Incumbents in this class may serve as the Department's Radiation Safety Officer and be designated to hold a United States Nuclear Regulatory Commission license. STRUCTURAL STEEL FABRICATION SECTION: Incumbents in this class may be required to possess a Certified Welding Inspector Certificate and/or Nondestructive Testing Level III Certification in accordance with procedures set forth by the American Welding Society for nondestructive testing. Incumbents in this class may be required to travel. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license. PHYSICAL REQUIREMENTS Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties. A physical examination may be required. WORKING CONDITIONS Incumbents in this class may be exposed to some risk of injury due to toxic fumes, chemicals, dust, or heavy machinery or equipment; may occasionally be required to lift heavy objects; may be exposed to environmental conditions such as noise or heavy traffic.
