Naval Supply Systems Command CONTRACT SPECIALIST in Rota, Spain

Summary You will serve as a in the CONTRACT SPECIALIST the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLCs) Contracting Department, located at Naval Base Rota Spain, NAVSUP FLC SIG GF. Responsibilities You will analyze contract prices or cost including the proposal to determine reasonableness in accordance with the scope of the work. You will conduct solicitations of facility type contracts. You will develop and implement solutions to solve procurement or contractual problems. You will obtain and analyze audits, technical evaluations, and pricing reports to develop negotiation strategy. You will plan, prepare, and award contracts using contracting language, source selection procedures, and cost and price analysis. Requirements Conditions of Employment Qualifications In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Administering a wide range of contract actions (e.g. firm fixed-price; cost reimbursement, time and materials, basic ordering agreements, contract scope determinations, contract modifications, justifications and approvals, business clearances, and awards) to perform pre-award and post-award functions; 2) Negotiating prices, terms and conditions, contract modifications, and settlements involving the procurement of supplies and services; 3) Interpreting relevant laws, regulations, policies, standards, or procedures to resolve specific contracting issues; and 4) Providing guidance in the planning of procurement strategies, preparation of statements of work and identifying potential contractors or sources. This is defined as an employee who may be activated to maintain continuity of Government Operations during emergencies involving national security, a natural disaster, extended emergencies, or other unique situations such as snow emergency days, severe weather conditions, holidays, increased security periods, national emergency or other dismissal or closure situations. This is a Defense Acquisition Workforce position that requires a Contracting, Foundational acquisition certification. The Incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment. Physical Demands: Work is mostly sedentary, but there is some walking and climbing required during visits to contractor facilities and US Navy ships or vessels undergoing repair. There is occasional walking, standing, bending, carrying light items such as reports or files, or driving an automobile. No special physical demands are required to perform the work. Incumbent may be subject to more than occasional travel of more than 25%. This may require walking, bending and climbing during visits to various Navy and commercial installations. During the course of this travel, industrial facilities may be visited or toured. Work Environment: The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as conference rooms or offices, or commercial vehicles, e.g., use of safe work practices with office equipment; avoidance of trips or falls; observance of office regulations, traffic signals, safe driving practices, and similar practices.
