Job Description:

With general direction, performs site investigations and basic to high complexity analysis and interpretation of site data. Leads small field teams and significantly contributes to the process of applying site data to further the preferred project approach. With general direction, prepares environmental studies (e.g., NEPA documents, field reports, feasibility studies, etc.) of basic to high complexity. Collaborates with scientists, engineers, and construction staff to implement the approved approach (e.g., restoration, remediation, etc.). Provides advice and expertise on the selected project approach. May contribute to design and lead field inspections. Provides technical guidance and training to more junior staff. Mentors more junior staff and develops them for future growth within the discipline and firm. May supervise the work of junior engineers on project work. Collaborates with sales staff to create proposals in response to current and potential client requests for proposal (RFPs). Reviews draft proposals for adherence to firm, industry, state, local and federal regulations and best practices. Meets with current and potential future clients to review their current and future design needs. Contributes to firm's TKM by developing white papers and technical design documentation of new or special case designs, studies, etc. Submits technical papers and designs for publishing to technical journals. Performs other duties as required. Attends conferences, symposia, etc. to improve the visibility of the firm's products and services in collaboration with applicable sales staff.

• Expertise in fisheries science and wetlands preferred.

• Master's degree in Fisheries, Ecology, Wildlife and Fisheries Science or Management, or related discipline.

• Wetland delineation certification or training.

• Field experience with wetland delineation, special-status species surveys, and habitat assessments, especially in the western U.S.

• Regulatory experience in permitting, due diligence, and compliance monitoring.

• Experience working with federal and state regulations and codes. Experience analyzing compliance with the National Environmental Policy Act (NEPA), the Endangered Species Act (ESA), and other applicable laws, implementing regulations, and Executive Orders, as well as preparing necessary documents to demonstrate compliance.

• Experience writing Environmental Assessments and Environmental Impact Statements.

Minimum Qualifications:

  • Bachelor's degree in Science or related discipline with professional scientist registration/certification OR Master's degree in Science or related discipline.

  • 7 years of related experience.

  • Domestic and/or international travel may be required.

  • The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.

  • Equivalent additional directly related experience will be considered in lieu of a degree.

Preferred Qualifications:

• Work with a dynamic team supporting federal agencies, states, local communities, tribes, and territories as they undertake projects to become more resilient in the face of disasters, natural hazards, and a changing world.

• Assess potential impacts of projects on species and habitats, prepare No Effect memos and biological assessments, and conduct surveys to determine the existence of, and potential impact on, threatened and endangered species.

• Conduct surveys, assessments, and reviews of water quality, wetlands, and other ecologically significant or geographically unique areas. Design field surveys and lead field teams.

• Perform analyses to ensure all reasonable alternatives have been evaluated in accordance with criteria and document in written reports.

• Conduct site inspections and ensure that any proposed project actions comply with environmental, floodplain, and wetland laws, regulations, and executive orders.

• Contribute to the production of environmental assessments and environmental impact statements.

• Provide technical expertise to assist with evaluation of effects on floodplains and wetlands to support documentation needed for compliance with Executive Order 11988 and Executive Order 11990.

• Mentor junior staff to help them expand their technical skills and capabilities.

• Collaborate on the preparation of proposals and provide expertise on technical approaches.

• Must be a U.S. Citizen and be able to obtain a FEMA Badge, which includes a background investigation for a Public Trust position.

Skills and Abilities:

Expert Knowledge of standard field protocols for their respective discipline. Expert knowledge of scientific methods and processes. Expert Knowledge of Microsoft business software (excel, word, etc.). Excellent verbal and written communications skills. Expert knowledge of regulations (federal, state, and local) governing environmental review and project implementation.

$146,032

Additional Compensation:

All bonuses at CDM Smith are discretionary and may or may not apply to this position.
