GovCIO Solutions Architect in Sacramento, California

Overview

GovCIO is currently hiring for a Solution Architect with over 12 years of experience to lead the assessment and validation of Microsoft’s SharePoint solution within a Proof of Concept (PoC) aimed at enhancing pension plan data management processes for PBGC and will play a key role in defining the technology stack and blueprint for the modernization effort. The ideal candidate will have extensive expertise in MS Dynamics, MS SharePoint, D365 platform, document management, Azure DevOps, and Azure Cloud, along with a strong background in solution architecture and software development. This position will be a fully remote position.

Responsibilities

  • Review previous analyses and collaborate with cross-functional teams to gain insights into existing tech stacks and requirements for Pension Plan Data Management (PPDM).

  • Work closely with Product Managers, Product Owners, and Enterprise Architecture teams to form an Integrated Project Team (IPT) and perform all activities related to the PoC.

  • Conduct market research and engage with vendors to explore available products and technologies for Document Management software and cloud services.

  • Partner with OIT Enterprise Architecture Division (EAD) and BISD’s Senior Technologist to connect with industry analysts like Gartner and identify changes and updates in the marketplace that relate to PPDM.

  • Coordinate and participate in discussions with Microsoft to explore updates and technology available in Microsoft’s document management software and cloud services, including Microsoft SharePoint capabilities and compatibility.

  • Review the current use of SharePoint in the Case and Legal Management system and gather feedback on best practices and limitations to overcome.

  • Author a comprehensive Requirements or Functionality list that can be converted into User Stories for the modernization effort.

  • Define success criteria and use cases in collaboration with stakeholders to measure the success of the Proof-of-Concept and inform the Blueprint.

  • Co-author the Blueprint of the proven technology stack for the PPDM modernization, along with the Total Cost of Ownership (5-Year) and estimated timeline for implementation.

  • Draw out a complete set of requirements in the form of user stories from stakeholders to serve as the foundation for planning the implementation.

  • Collaborate with ITIOD to configure and invoke Use Cases to test the feasibility of the chosen technologies and identify any additional technology needed or replaced from the baseline.

  • Provide technical analysis and develop prototypes for the requirements proposed in the Scope.

  • Assist in developing necessary project management documents and artifacts requested by project stakeholders.

Qualifications

Bachelor's with 15+ years (or commensurate experience)

Required Skills and Experience

  • Minimum 10 years of experience as a senior software developer, solution architect, or enterprise systems architect.

  • Extensive background with MS Dynamics, MS SharePoint, document management, Azure DevOps, D365 platform, Azure Service Bus, and Azure Cloud.

  • Proficiency in Power Apps Portal, Power Apps/Dynamics 365 Government Cloud, Power Automate, and Azure Integration Services.

  • Experience with Azure AD, Office 365, and Power BI for reporting.

  • Strong understanding of agile software methodology and DevSecOps practices.

  • Experience with Agile software methodology and DevOps development lifecycle.

  • Strong analytical and problem-solving skills.

  • Excellent communication and interpersonal skills.

Preferred Skills and Experience

  • Master’s degree in Computer Science, Information Technology, or related field.

  • Certifications in relevant technologies such as Microsoft Certified: Power Platform Solution Architect Expert, Microsoft Certified: Dynamics 365 + Power Platform Solution Architect Expert, etc.

  • Demonstrated experience in many technologies such as Kofax, IBM DataCap, MongoDB, Dataverse Data analytics tools (Tableau, PowerBI), Oracle WebLogic, J2EE, Spring/Hibernate, Angular, and SharePoint development (.NET).

  • Previous experience working on similar PPDM or document management projects in government or regulated industries.

  • Familiarity with data migration software such as SSIS/Kingswaysoft.

  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with stakeholders at all levels.

  • Ability to work independently and manage multiple priorities in a fast-paced environment.

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range

USD $150,000.00 - USD $200,000.00 /Yr.
