Summary: Under general direction, trains, and guides Water Resource Operator I/II staff, while performing skilled and advanced duties in the construction, maintenance and repair of City wastewater collection, potable and reclaimed water structures and systems.

Distinguishing Characteristics: This is the third level of a three level group. It is distinguished from the lower-level classes by responsibility for training, advanced skill level and reviewing work for compliance of Water Resource Operator I/II staff. This position reports to the Water Resource Field Supervisor or Water Resource Production Supervisor.

  • Trains and provides direction to Water Resource maintenance crews with the ability to lead by example. Reviews work for compliance with electronic work orders, specifications, regulations and other standards. Communicates with other Water Resource workers regarding daily prioritization and scheduling directives given by Water Resource Field Supervisor or Water Resource Production Supervisor.
  • Performs a variety of preventive maintenance duties including the implementation of the line renewal program; exercising valves; detect, locate, and repair leaks; inspect, maintain, insulate air vents and other exposed devices, maintain Pressure Reducing and Pressure Relief stations.
  • Inspect, monitor, maintain and install the wastewater collection, potable and reclaimed water transmission/distribution systems of the City. This includes lines from reservoirs, treatment sites, sewer lines, manholes and the wastewater treatment plant.
  • Enters and works in underground manholes, chambers, vaults and conduits while following, and ensuring Water Resource workers are following all OSHA confined space procedures.
  • Replaces meters as needed; Performs large diameter taps on pressurized mains. Installs services and set water meters of appropriate size; installand repair hydrants and valves as needed; repair leaks and service/mainbreaks.
  • Performs service tap and other related functions on wastewater collection system.
  • Maintains equipment and supplies on vehicles. Completes daily electronic work orders and activity logs.
  • Responds to emergency and off-hour situations as required.
  • Mandatory on-call rotation.
  • Performs safety checks on equipment.
  • Operates portable radios, operates various types of equipment including but not limited to large excavators, bulldozers, motor grader, crane trucks, combination sewer vehicle and forklifts.
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Required Knowledge and Skills:

Comprehensive knowledge of City approved techniques involved in the installation, construction, and maintenance of wastewater collection, potable and reclaimed water transmission and distribution systems.

Comprehensive knowledge of reading and interpreting blueprints, schematics, diagrams, shop sketches or digital GIS maps to determine and locate water and other utilities.

Comprehensive knowledge in principals of training and guiding the work of others.

Comprehensive knowledge of Interpersonal skills using tact, patience and courtesy.

Comprehensive knowledge of applicable laws, codes, regulations, and standards for water, wastewater and reclaimed water systems, and related facilities and appurtenances.

Comprehensive knowledge of OSHA shoring specifications and sloping regulations and other safe work requirements.

Comprehensive knowledge of well functions and skill in performing well related tasks including disinfection dosage adjustment for after hour callout.

Comprehensive knowledge of blue stake procedures.

Comprehensive knowledge of distribution pressure zones.

Comprehensive knowledge of Backflow Prevention Devices.

Skill in identifying and resolving safety hazards and issues; traffic control and confined-space entry techniques and procedures.

Skill in operating heavy vehicles, equipment, hand and power tools.

Skill in completing utilities construction, maintenance and repair projects.

Skill in determining appropriate action within established guidelines.

Skill in working independently with little direction.

Skill in reviewing the work of others for compliance.
