Belmont County Commissioners Human Resources Administrator in Saint Clairsville, Ohio
Job Duties:
- Annually reviews and makes recommendations to the Board of Commissioners for improvement of the Counties policies, procedures and practices on personnel matters.
- Maintains knowledge of industry trends and employment legislation and ensures County compliance.
- Maintains responsibility for County compliance with Federal, State, and local legislation pertaining to all personnel matters.
- Communicates changes and performs or coordinates training on the Counties personnel policies and procedures and ensures that proper compliance is followed.
- Assists Board of Commissioners in annual review, preparation, and administration of the organizations wage and salary plan.
- Consults with legal counsel as appropriate, or as directed by the Board of Commissioners, on personnel matters.
- Works directly with elected officials and department heads to assist them in carrying out their responsibilities on personnel matters.
- Recommends, evaluates, and participates in staff development for the County.
- Manage and facilitate overall design and practice of onboarding.
- Participates and supports labor relations through contract negotiations, grievance hearing support, and arbitration facilitation.
- Oversees workers compensation management; including working with TPA and MCO to continually reduce risk.
- Serves as County Loss Control Coordinator, partners closely with insurance providers to minimize county loss, communicates expectations to elected officials and department heads to meat goals established.
- Manages the county employee Wellness program.
- Supervises the staff of the human resources department.
Participates on committees and special projects.
Minimum Qualifications:
- Minimum of a Bachelor's degree with four (4) years relevant human resources experience, or ten (10) years of human resources experience.
- Preferred experience in public sector, dealing with HR related functions.
- Preferred SHRM-SCP or SHRM-CP and CLRP certified
- Valid Drivers License.
- Ability to sit for long periods of time, occasionally lifting up to forty (40) lbs.
Knowledge of computer systems and Ohio Revised Code.
