Air National Guard Units SUPVERVISORY IT SPECIALIST (NETWORK) (TITLE 32) in Saint Joseph, Missouri

Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-2210-12 SUPVERVISORY IT SPECIALIST (NETWORK) (TITLE 32), Position Description Number D2174P01 in FAC 46DA00 and is part of the MO 139th Airlift Wing. APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a non-bargaining unit position. Responsibilities Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager. Develops performance standards. Provides technical expertise and management oversight, in the installation, administration, optimization, and operation of multiple large and enhanced complex networks and communication systems. Independently oversees installation, configuration, testing, migration, integration, and operation within the network operating environment, and ensuring appropriate allocation of resources and minimal service disruptions. Establishes project plans and priorities and coordinates with appropriate personnel to carry out the plans. Develops and recommends technical solutions to mission and customer requirements. Defines broad objectives as to scope and priorities of projects and requirements in the flight and guides subordinates in the achievement of those objectives. Determines time frames and schedules flight personnel assignments to meet objectives. Initiates and leads transition meetings to facilitate customer acceptance of systems and operational aspects of the project. Manages Commissioning and Acceptance requirements for contractor delivered operating systems and services. Ensures quality control process is utilized for new and existing contracts. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be AFSC qualified within 12 months from date of appointment. Officer - AFSC 17DX Enlisted - AFSC, 3D100, 3D190, 3D1X2, 3D1X3, 3D1X4, 1D700, 1D791, 1D7X1A, 1D7XR or 1D7X2 Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess experience that provided you basic knowledge of data processing functions and general management principles that enable you to understand the stages required to automate a work process; experience in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. GS-12 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience which indicates your ability to plan, schedule, control and direct a communications and information systems function; perform long-term planning and organizational development of a computer and communications network support function; initiate, plan, organize and carry out assignments, coordinate work with others and determine the approach and methodology to be used; and lead, direct and assign work of personnel. Must currently hold or have held AFSC 1DXXX. DOD Information Awareness Certification Requirements: The employee must obtain and maintain at a minimum a Secret security clearance. Incumbent must possess or be able to obtain and maintain certifications per DoD Directive 8570.1-M, AR 25-2, and as detailed in the Information Assurance (IA) Training and Certification Best Business Practice (BBP). Failure to satisfactorily obtain and maintain required certifications in accordance with the listed publications are grounds for termination. Selectee is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M, Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1 dated 15 May 2008). Education This job does not have a qualification requirement that allows substitution of education for specialized experience.
