Agriculture, Rural Development Supervisory Management & Program Analyst in Saint Louis, Missouri
Summary This position is located in the Servicing and Asset Management Office, Customer Advocacy Branch, Credit Reporting Section. The incumbent will supervise multiple graded employees in the Credit Reporting Section. Responsibilities Performs the full range of supervisory responsibilities. Plans work to be accomplished; sets and adjusts priorities, and prepares schedules for completion of work; assigns work based on priorities Develops performance standards; evaluates work performance of subordinates; gives advice, counsel and/or instructions to employees on both work and administrative matters. Knowledge of RD programs, objectives, policies and practices. Performs mortgage and loan industry practices and operations in order to: review basic legislative requirements and provide comments to draft legislation. Knowledge of mortgage support computer systems, Microsoft Office, and project planning software to efficiently monitor projects’ progress, schedules, and funding Designs and implements processes and procedures in response to federal budget restrictions, and regulatory and legislative requirements. Advises on business operations, volumes and trends, workload predictions, inventory and productivity measurements including providing supporting documentation to explain, defend, or justify guidance offered. Reviews existing policies to ensure the agency is in compliance in regard to single family housing loan servicing accounting methodologies, systems design principles and practices. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level (GS-12) in the normal line of progression for the position being filled. GS-13: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level, or it's non-federal equivalent. Specialized experience is defined as navigating credit reporting applications, reporting systems, and other consumer credit reporting products to extract data for analysis; obtaining information to identify, review, and evaluate program inadequacies to make adjustments; developing proposals regarding policies and procedures relative to issues in and related to credit reporting in mortgage loan servicing activities; constructing case files and evidence to advise attorneys on credit reporting guidelines; providing effective customer service to internal, external, and other third-party groups to accomplish section goals. There is no substitution of education for experience at the GS-13 level.
