Summary The primary purpose of the Administrative Support Assistant is to serve under the administrative supervision of the Home Based Primary Care Program Manager. The incumbent provides a wide range of specialized administrative, clerical and office automation services for the Program Director, the HBPC interdisciplinary health care team. Responsibilities Major duties include but not limited to: Collecting a variety of data regarding workload, quality performance, and outcomes from multiple sources to include a variety of computerized data. Utilizes a variety of software programs and communication tools to input and retrieve data as required. Compiles monthly reports from statistical data to track and identify issues related to the Program, and used by all Program staff. Prepares annual estimates of Programmatic costs and manages the Program budget daily. Develops and maintains automated tracking system of budget and cost data. Schedules and manages patient reviews at case conferences within the time limits established by VA regulations and Program standards. Collects, analyzes and evaluates data and identifies discrepancies and issues such as incorrect standard deviations, inaccurate figures and overall data inconsistencies. Incumbent uses Program specific performance data to benchmark with national and VISN standards. Researches and/or analyzes stable or simple administrative issues to ensure efficient and effective flow of work related to the Primary Care Service and Program business operations. Performs all timekeeping duties and leave organization, including arrangement of coverage schedules for HBPC service. Serves as an active member of the HBPC staff, keeping the HBPC Program Manager informed on all matters requiring attention or action. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems of a procedural or factual nature; knowledge of a full range of functional areas such as human resources, purchasing, supplies, records management, financial and budget management, and related administrative areas in order to ensure compliance with established policies, practices, procedures and controls; knowledge of the theory and principles of management and organization including administrative practices and procedures common to the organization; knowledge of quality/performance improvement applicable to Primary Care, including clinical and access expectations. You will be rated on the following Competencies for this position: Attention to Detail Communication Customer Service (Clerical/Technical) Data Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work does not demand any special physical qualifications and is basically sedentary. It does require some walking, standing, bending and carrying of heavy charts, files and light equipment at least one-half mile per day due to the location of the office.
