The Opportunity

As a Director of Compliance and Operational Risk Testing - IT, you will have oversight of the second line of defense IT testing, leading all aspects of the execution of independent testing under the Enterprise Testing program methodology to ensure departmental processes and activities align with applicable rules, regulations, policies, and procedures. The incumbent will compile and retain well documented work papers to create accurate and concise written reports including issues, root cause and recommended corrective action.

As a leader, you will manage and lead a staff in the prioritization and execution of the information technology/enterprise security portion of the annual Enterprise Compliance & Operational Risk Testing (ECORT) plan. Successful candidates will possess deep knowledge of financial and business processes with a focus on reviewing information security, privacy, security operations, and continuity and resiliency, as well as application and general technology controls while providing assurance services to our line of business and support testing staff. Responsible for providing guidance and direction to their staff while developing and implementing the Information Technology /Enterprise Security test plan, ensuring results are delivered timely, with high quality results. Through this plan execution, you will build strong, productive relationships with key partners across USAA, its affiliates, and its IT vendors.

We offer a flexible work environment that requires an individual to be in the office 4 days per week. This position can be based in one of the following locations: San Antonio, TX, Plano, TX, Phoenix, AZ, Colorado Springs, CO, Charlotte, NC, or Tampa, FL. Relocation assistance is available for this position.

What you'll do:

  • Provides oversight and manages independent testing plan to ensure compliance with applicable policies/procedures and laws/regulations.

  • Develops and implements a risk-based annual test plan in collaboration with second line control partners.

  • Coordinates operational risk testing activities in accordance with established timelines and high standards of quality.

  • Coordinates the objective reporting and communication of operational risk test findings and remediation of issues to appropriate partners.

  • Prepares and presents executive briefs to internal and external partners.

  • Develops and supervises budgetary and/or operation performance of department resources.

  • Builds and leads all aspects of a team of employees for assigned area through ongoing execution of recruiting, development, retention, mentor and support, performance management, and managerial activities.

What you have:

  • Bachelor’s degree: OR 4 years of related experience (in addition to the minimum years of experience required, 12 years total) may be substituted in lieu of degree.

  • 8 or more years of relevant work experience (internal/external audit, operational risk/compliance testing, quality assurance).

  • 3 years of direct team lead or management experience.

  • Shown experience interpreting and applying federal and state laws and regulations and guidance or operational risk principles/concepts.

  • Experience working in a highly regulated environment.

  • Advanced knowledge of testing techniques and data analysis principles, as well as the ability to interpret subsequent results.

  • Previous experience developing executive briefs and presenting to key internal and external team members.

  • Proven ability to communicate effectively at all levels of management.

  • Advanced knowledge of Microsoft Office tools to include Word, Excel, and PowerPoint.

What sets you apart:

  • Experience working in a large Financial Institution, with a strong understanding of relevant laws rules and regulations (FFIEC).

  • Solid experience working directly with external audit firms, to include internal audit testing.

  • Execution of mentoring and coaching a team, to include training on testing and information technology topics.

  • Experience collaborating with key resources and partners, influencing decisions, and completing audit/control testing.

  • Previous experience working across and within a highly matrixed financial services, banking, investment, finance, or insurance.

  • Strong (oral and written) communication with partners/executive leadership, to provide effective reporting, planning, and training across the team.

  • Certification in one or more of the following industry certifications: CIA, CRISC, CISA, CISM, CISSP, ISSAP.

What we offer:

Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position. The actual salary for this role may vary by location. The salary range for this position is: $120,550 - $230,400 .

Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.
