Defense Health Agency Lead Human Resources Specialist in San Antonio, Texas

Summary About the Position: This position is located within the Defense Health Agency (DHA) Administration and Management (J-1), Human Capital, HR Policy and Programs Branch, and has an established duty location of San Antonio, TX. Although this is not a remote position, it offers flexible work options at management's discretion, such as telework. Responsibilities Lead civilian and contract employees in the performance of work objectives set by the supervisor. Assign work according to expertise, requirements, and workload. Monitor work production and workload of personnel to ensure regulatory and procedural requirements are in compliance with applicable laws, policies, and regulations. Review the work of team members to ensure most current regulatory guidelines and practices are being utilized. Provide written input to the supervisor for team members' performance appraisals. Provide expert technical guidance and interpretation on all travel and allowance regulatory requirements. Research, advise on, and/or resolve complex regulatory issues and problems referred by others within the Human Resources (HR) community. Analyze directives and issuances from State Department, GSA, DoD Per Diem Travel and Transportation Allowance Committee, OPM, DoD, and DHA activities. Consult with the HR Oversight Chief regarding information concerning the interpretation of Department of State Standardized Regulations (DSSR) and the DoD Joint Travel Regulations (JTR) for matters that are complex and unprecedented. Review guidelines or initiatives prepared or proposed by others in HR program areas (such as DPMAP, Civilian Awards, VERA/VSIP and Special Salary Rates) for potential program implications and provide advice as appropriate. Participate in review of the DHA incentive awards program to ensure program goals are met. Evaluate and recommend ways to improve the effectiveness and efficiency of work operations in the Policy and Programs Branch. Provide briefings and in-service training sessions for team members and managers on to ensure consistency and proper application of regulatory criteria. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes1) developing human resources (HR) policy; 2) experience in at least two of the following civilian HR program areas: DoD Performance Management and Appraisal Program (DPMAP), civilian awards, VERA/VSIP, and special salary rates; 3) interpreting travel and allowance regulations to provide guidance on permanent duty travel or foreign area allowances; AND 4) providing technical guidance, assistance, advice, or training to other human resources specialists. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Compensation Management Oral Communication Personnel and Human Resources Problem Solving Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Additional Information Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Salary negotiation MAY be available for those highly qualified candidates who are new to Federal service. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement.
