Responsibilities You will serve as an Administrative Officer in the Manpower and Personnel Department, at Naval Computer and Telecommunications Station (NAVCOMTELSTA). You will have full responsibility and authority to analyze, plan, organize and execute all support services for NAVCOMTELSTA and subordinate units (Travis AFB, Tinker AFB, Oklahoma City and PAX River MD) as required. You will provide authoritative advice to CO's/OIC/Special Assistants/department heads/managers/administrative personnel on administrative requirements, policies and procedures on a wide variety of objectives in accomplishing mission functions. You will make recommendations regarding (and/or participates in the development of) general administrative policy and support services program policy. You will direct the implementation of written procedures and policy for the systematic review of records for retention, transfer and disposal. You will work closely with the Subject Matter Experts (SME) reviewing correspondence, directives, instructions, etc., to clarify facts, avoid duplication of effort and assure accuracy. You will participate in command/regional studies to facilitate communication, streamline administrative services, study workflow and processes, examine methods and procedures, and analyze cost/benefit of internal vice contracted services. You will participate in inspections to evaluate the effectiveness and proper administration of support services. You will direct and provide technical and administrative supervision to assigned military personnel. You will formulate and execute the budget for the Department to include the front office using Operation and Maintenance, Navy. Requirements Conditions of Employment Qualifications Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: -Experience utilizing MS Office Suite applications to integrate document management with network communications. -Experience determining the requirements needed by the software systems, facilitating the sharing, storing and retrieving of information. -Experience utilizing a variety of programs such as mail and correspondence management, records retention and disposal, plant property management and timekeeping. -Experience developing a cost and benefit analysis for support services. This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-0341-11. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
