TECOLOTE RESEARCH, INC. Senior Program Management Specialist in San Diego, California

Overview We are seeking a highly motivated individual with Ten years of demonstrated experience in DoD Program and Acquisition Management processes throughout the entire lifecycle encompassing the initial planning phase through to sustainment to assist with the management, analysis and execution of the Narrowband Satellite Communications (NBSC) System.

Responsibilities

  • Provide methods, processes, and tools to strive for cost, schedule, and performance efficiencies as related to procurement strategies
  • Identify and correct problems, and make recommendations as they relate to programmatic contract management
  • Develop and update documentation to support the above such as briefs, training packages, Standard Operating Procedures, policy updates, and guidebooks
  • Provide administrative and advisory support as required during Government conducted NBSC PMC source selection activities
  • Provide contract action prioritization assistance
  • Advise the Government on areas such as PWS development, CLIN structure, evaluation criteria and execution of source selection for NBSC PMCs
  • Interpret and provide expert advice on contracting policy, regulation and statute when requested
  • Support contract strategies, planning, coordinating, developing, analyzing, and issue resolution
  • Develop, collect, analyze, and prepare metrics data for wide contract planning and actions
  • Manage contract records to include NBSC PMC CDRL deliverables and status, and detailed financial transactions or other post-award contract actions
  • Assist the Government in maintaining a conformed contract of the PMC contracts, including exhibits, appendices, award fee payments, security requirements and any other changes due to contract modifications
  • Track obligations, expenditures, and deliverables

Skills Required

Successful candidates will have excellent communication and customer service skills in addition to experience with:

  • Space Systems Command Contracting or Program Management experience preferred
  • Air Force/Space Force contract writing system (ConWrite) experience preferred
  • Executing DoDD 5000.01, DoDI 5000.02, SECNAVINST 5000.2 series governing acquisition programs in the DoD Components, and other acquisition management policies addressed in DoD 5000 series
  • Executing statutory and policy procurement-related requirements (FAR, DFARS, NMCARS, DoD 5000 series)
  • Developing contract strategies to incentivize industry performance; conduct market research; acquisition planning; cost and price analysis, solicitation and selection of sources; and perform all phases of contract administration
  • Developing contract documents, e.g. Request for Proposals, Statements of Work, Contract Data Requirements Lists (CDRL), Contract Line Item Numbers (CLIN), DD-254s, Acquisition Plans, Source Selection Plans, Justifications and Approvals, and Determinations and Findings
  • Coordinating Industry Days preferred
  • Interfacing with Prime Mission Contractors (PMC) for Narrowband Satellite Communications (NBSC) Ground, Sustainment and Space, plus system modernization and follow on program
  • Managing contracts, to include preparation of Procurement Requests, Modification Requests, Technical Direction Letters/Technical Instructions
  • Tracking obligations, expenditures, and deliverables

Education

  • Bachelors degree required, preferably in math, engineering, business, or the sciences.
