Specific Responsibilities:

  • Oversee performance of case managers to ensure participants receive quality and timely services.

  • Ability to communicate and work across all levels of management and staff.

  • Ensure that program objectives and goals are met.

  • Ability to understand and manage all levels of case management from early engagement to sanction with thorough knowledge of ETA job functions and requirements.

  • Engage participants to support their progress and success in the WTW program.

  • Communicate effectively with participants, case managers, and county representatives regarding WTW program requirements.

  • Manage and complete necessary WTW reports.

  • Adhere to County Program Guide (CPG) policies and compliance requirements.

  • Resolve conflicts that arise with participants and failure to comply issues.

  • Design and develop Welfare-to-Work plans for participants, such as determining and assigning work activities, educational and training programs and supportive services to assist participants in meeting assigned activities.

  • Follow procedural requirements of CalWORKs by updating client case files in CalSAWs and CERMs.

  • Maintain up-to-date knowledge of CalWORKs Program Guide procedures and implement appropriately.

  • Maintain up-to-date knowledge of community resources, labor market and training resources.

  • Ensure all performance metrics and achieving participant stated outcomes are completed on time

  • Work with staff to achieve excellent contract performance, meaningful outputs, and adherence to stringent federal, state, county, and company compliance objectives.

  • Ensure all quality control procedures are met and operational processed are performed.

  • Validate and complete monthly reports that measure project objectives.

  • Ensure 100% case review requirements, analyze data and reports to determine error trends.

  • Review County Quality Control Audits identifying citations that are incorrect and can be challenged.

  • Review staff responses to County Quality Control Audits ensuring accurate corrections have been made and maintain a tracking system to identify error trends and identify training needs.

  • Identify training needs and error-trend rates for specific units and provide accurate reporting.

  • Ensure participants receive quality and timely services.

Required Skills:

  • Proper etiquette including customer relation techniques, superior verbal/written communication skills.

  • Ability to coach and mentor staff.

  • Ability to understand program requirements and metrics including early engagement, WTW sequencing, noncompliance and sanction process.

  • Ability to work with and relate to participants and staff and demonstrate active listening skills.

  • Must respect cultural differences and display a professional level of empathy for clients and staff.

  • Ability to establish and maintain professional relationships with staff, management, federal, state and county agencies as well as the general public.

  • Ability to partner with and motivate staff and participants with both physical and/or mental disabilities.

  • Ability to work independently and on multiple projects simultaneously.

  • Must be computer literate and have MS Word, Excel and Internet skills.

  • Ability to learn specialized databases and software systems.

  • Process oriented and results-driven work strategy.

  • Excellent accuracy and attention to detail.

  • Ability to prioritize work and meet deadlines.

  • Ability to recognize and maintain the confidentiality of all materials and information in the work setting.

  • Demonstrated ability to use various computer systems preferably CalSAWs although not required.

  • Ability to maintain a record keeping and follow-up system.

  • High self-awareness and ability to accept feedback.

  • Detail and process improvement oriented and ability to demonstrate results-driven work strategy.

  • Ability to analyze data and develop summary reports.

Qualifications

  • A bachelor’s degree from an accredited U.S. college or university, or a certified foreign studies equivalency; preferably in business, social work, public policy or other closely related fields.

  • A minimum of 4 years relevant work experience in the public sector or other customer-centric service sector/industry preferred.

  • A minimum of 2 years supervisory experience.

  • 3 to 5 years of case management experience; and experience with coaching and mentoring.

Working Conditions

  • Office Setting

  • Ability to travel up to 20% of time between CalWORKs sites in the South, Central and East regions of San Diego.

PCG provides the following reasonable range of compensation for this role:

$65,000 - 85,000 yearly and a potential discretionary bonus up to 10%.

Compensation:

Compensation for roles at Public Consulting Group varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, PCG provides the following reasonable range of compensation for this role below. In addition, PCG provides a range of benefits for this role, including medical and dental care benefits, 401k, PTO, parental leave, bereavement leave.
