Summary This position is in the Mail Room area of the Logistics Section under the umbrella of the Business Office Service and is located at the San Juan VA Medical Center. The primary function of this position consists of sorting and delivering mail to various services throughout the medical center. Responsibilities Major Duties: Processing Incoming and outgoing mail, including the processing of express mails. Delivers and collect mail throughout the Medical Center at regular scheduled times. Sorting, opening, date stamping, classifying processing and routing mail. Records process and controls registered, insured, priority reply and certified mail. Screens outgoing materials for proper format, and to assure they are assembled and addressed in accordance with appropriate regulations. Maintains a register of all certified mail and handles private mailboxes for the Medical Center. Separates mail according to different classes, and routes to a high number of distribution points. Handles security classified mail or mail requiring special precautions, such as refrigerated items from different services. Operates a variety of equipment to fold insert and seal meter outgoing mail. Responsible for receiving and dispatching mail of varying volumes based on the projects and priority. Makes fine adjustment by precisely timing electrical, mechanical, and volume cycles to coincide with moving mechanical parts. Responsible for proper accountability of any required mail and packages processed through the mailroom. Must have knowledge not only of the of the section that provides support, but their routing symbols/office symbols and mission. Consistently communicates and treats customers (Veterans, their representatives, visitors, and all VA staff) with courtesy, and respect. Performs other related duties as assigned. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2024. SELECTIVE PLACEMENT FACTOR: (1) Must be proficient in spoken and written English. (2) Must be proficient in spoken Spanish. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-03 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: delivers and collect mail throughout the Medical Center; performing general mail handling and distribution including sorting, opening, date stamping, classifying, processing and routing incoming and outgoing, express mail, and handles security classified mail requiring special precautions such as refrigerated items from different services (Lab, Nuc, Med, Research and Pharmacy); sets up, operates, adjusts, and monitors the operation of single or multiple function equipment such as Mail Metering Equipment (ASCOM,HASLER,THE CHAMP) to place proper postage on outgoing official mail, FEDEX POWERSHIP 2 equipment for expending mail, copiers, duplicators, mail, and processing machines. Maintains a register of all certified mail, also handles the private mailboxes for the medical center, and is the liaison between USPS and the VAMC. Meets the needs of internal and external customers in a courteous, tactful and respectful manner, and handles conflict and problems constructively and appropriately. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two years above high school (Transcript required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and education (Transcript required).. Physical Requirements: This work is primarily performed while standing, with occasional sitting, bending. or carrying of objects such as packages weighing 10-30 lbs., letter trays, mail carts, mail bags, and mail baskets; work is normally performed in a mail processing office setting that is adequately lighted, heated, and ventilated.
