ICF Consulting Group, Inc. Subrecipient Financial Technical Assistance Specialist – HUD_ Disaster Recovery in San Juan, Puerto Rico

ICF is seeking a Subrecipient Financial Technical Assistance Specialist who will support government agencies in Puerto Rico on projects that aim to reduce the island’s future disaster risk. As a Subrecipient Financial Technical Assistance Specialist, you should have experience with and knowledge of the Department of Housing and Urban Development’s (HUD) Community Development Block Grant Mitigation – (CDBG-MIT) program as well as other applicable federal disaster recovery programs.

The Subrecipient Financial Technical Assistance Specialist will work onsite with the Program Manager, senior ICF staff, subject matter experts, and others to assist the client with project management and implementation of infrastructure and resilience related activities to ensure smooth project performance. As such, this position requires you to maintain a complete understanding of all applicable program policies, requirements, and procedures within the established project guidelines and to know the regulatory and statutory compliance requirements for HUD-funded programs.

Key Responsibilities:

  • Work as part of a team providing expert services to support disaster recovery efforts with a focus on Financial Technical Assistance

  • Provide guidance and expertise on Federal regulations (CDBG-DR, cross cutting Federal requirements, Duplication of Benefits, etc.) and translating them into the implementation of the programs.

  • Help identify grantee or subrecipient needs and develop customized technical assistance offerings to build capacity to administer CDBG-DR/CDBG-MIT funded projects and programs.

  • Work with staff to set up and effectively utilize systems and be able to interpret and apply the regulations within the context of these systems.

  • Ensuring all program participants, including subrecipients, vendors, and stakeholders are aware of all policy changes.

    Basic Qualifications:

  • Bachelor’s degree in finance, accounting, or related field.

  • Experience in managing federal funds.

  • Proactive and team player with the ability to work in a fast-paced environment

  • At least five (5) years of relevant experience, and at least three (3) years of specific experience in federally funded infrastructure and resiliency related programs

  • Superior interpersonal skills including courtesy, professionalism, empathy, and a cooperative attitude

    Preferred Skills/Experience:

  • Master's degree in finance or accounting.

  • Knowledge of similar federally funded disaster recovery and mitigation programs

  • Bilingual (English and Spanish)

    Professional Skills:

  • Excellent verbal, interpersonal and written communication skills.

  • Strong analytical, problem-solving and decision-making capabilities.

  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)
