Our Health and Human Services department is in need of a Contracted Human Services Specialist to manage and support the Opioid Abatement Settlement and related substance abuse/mental health contracts. The ideal candidate has strong administrative and organizational skills with an ability to work effectively with community leaders from neighborhood groups, corporations, foundations, non-profit organizations, and the government sector. Pending FY25 budget approval this position will start on or after October 5, 2024.About the Position

In this role you will manage the implementation and compliance of the Opioid Abatement Settlement and related Substance Abuse/Mental Health contracts. Examples of job responsibility include:

  • Assist funding applicants and recipients to establish/develop performance measures, discussing contractual requirements and reporting procedures.

  • Explain the process involved in obtaining funding under one or more of the programs available and p rovide technical assistance in preparing funding applications, periodic reports, and requests for payment in compliance with program requirements.

  • Determine technical compliance of each request with the requirements of the applicable funding source(s).

  • Monitor budget activity to ensure spending is aligned with budget requirements and program goals.

  • Maintain master files on contracts including documentation of programmatic performance and expenditures.

  • Develop, negotiate, and manage interagency agreements and contracts with non-profit organizations and amendments, including program budgets and schedule to carry out program activities.

  • Develop systems for assuring compliance with program requirements.

  • Conduct agency and program monitoring for individual programs on an annual basis through on-site visits, file reviews, payment and performance documentation reviews to ensure contract compliance.

  • Facilitate or assist with the coordination of service delivery with community partners for special local, state and federal projects, such as the Opioid Abatement Settlement.

  • Prepare and lead meetings, as needed.

About the Schedule

Work Hours:

  • Full-Time, 40 hours per week.

  • Monday - Friday, 8:00 a.m. to 5:00 p.m.

About You

Minimum Qualifications:

  • Associate degree from an accredited college or university and three (3) years of job-related experience.

  • -OR- Bachelor's degree from an accredited college or university in a job-related field and one year of job-related experience.

  • -OR- Five (5) years of professional job-related experience can by substituted for the degree at management discretion.

  • Valid Florida driver's license by date of hire.

Preferred (" Bonus ") Qualifications:

  • Contract experience with the Department of Children and Families and/or Central Florida Behavioral Health Network (or another state managing entity).

Physical Demands: Employees must occasional lift and/or move up to 20 lbs.

About Everything Else

Starting Pay Range: $52,936.00
