Cornell Cooperative Extension CCE of Schenectady County Healthy Schenectady Families Senior Supervisor –Schenectady, NY in Schenectady, New York

As part of Healthy Families New York, the CCE of Schenectady County’s Healthy Schenectady Families (HSF) program promotes the well-being of parents, children and families through the use of evidence-based health education and parenting curricula primarily delivered through participant home visits. Positive, persistent and individualized educational outreach is provided to improve healthy family and parenting choices among eligible families and individuals in Schenectady County.

The Senior Supervisor is responsible for overall leadership and oversight for the program, with emphasis on staff supervision, professional development, and collaborating with community partners.

This position works independently and with limited supervision, influencing programs, policies, and decisions for the program and its constituent audiences. This position reports directly to the Association Executive Director and receives Healthy Families New York program oversight from Schenectady County Public Health Services and the Office of Children and Families Services.

Required Qualifications

  • Bachelor’s degree plus experience relevant to the role of the position.

  • Ability to meet the regular travel requirements associated with this position. A valid NYS driver's license with the ability to drive and driving record acceptable for Association insurance coverage are required.

  • Ability to effectively oversee programs, staff, grant requirements, communications, and budgets.

  • Ability to manage and provide oversight to HSF programs and staff. Directly oversee staff professional development and adherence to program content and philosophy.

  • Ability to communicate effectively with diverse stakeholders, partner organizations, governmental offices, etc.

  • Technology Skills - Ability to learn and effectively use software including use of the internet, program related software, virtual meetings, and Microsoft Office Suite. Ability to adapt quickly to new technologies.

    Preferred Qualifications

  • Coursework in education and human services highly preferred.

  • Supervisory experience, providing leadership and guidance to an Extension or similar program.

  • Familiarity with the community in which the work will take place and ability to utilize program resources within the community.

    Position Responsibilities & Essential Functions

Program Responsibilities:

Program Development – 5%

  • Use a system of ongoing involvement of community and staff members in the program development process which expresses the demographics of the community. This includes participating in monthly Home Visiting Partners Workgroup meetings and quarterly Community Advisory Committee meetings. In addition, attends community meetings with emphasis on programing for limited income diverse families.

  • May influence new and innovative educational strategies that utilize proven educational methodologies and that consider the diversity of the community and enhance linkages to Healthy Families NY research.

  • Maintain direct linkage with NYS Healthy Families agencies for program development guidance.

Program Delivery – 10%

  • Serve as subject matter resource for program staff, local agencies and other groups.

  • Provide HSF programming to targeted audiences using a variety of delivery methods.

  • Deliver trainings including but not limited to presentations, workshops, seminars, conferences, individual consultations, electronic and digital media in support of program delivery.

  • Foster acceptance of program, methods and policies to address community and individual needs and consider diverse audiences.

  • Interact with program participants.

  • Represent CCE before the public, community leaders, government officials, as part of program delivery and provide engaging and well-prepared presentations.

  • May be actively involved in multidisciplinary and multi-agency team efforts to deliver program.

  • Maintain direct linkage with NYS Healthy Families agencies and program units for program delivery guidance.

  • Evaluate and utilize a variety of proven educational methodologies. Ensure program delivery is within scope of the NYS Healthy Families plan of work.

Program Evaluation – 5%

  • Implement program evaluation for the HSF program and make recommendations for improvements.

  • Maintain direct linkage with Healthy Families NY for program evaluation guidance.

  • Interpret evaluation data and communicate evaluation results and findings to the constituencies.

Administrative Responsibilities:

Direction – 25%

  • Plan HSF programs and program efforts including by regularly working with partner and funding agencies on the same.

  • Develop and/or enhance relationships with appropriate agencies, organizations, industries and community leaders for the HSF program. This includes communicating program needs effectively to community leaders and funders.

  • Develop and effectively communicate parenting and health messaging to target audience.

Management – 40%

  • Manage and evaluate staff professional development programs and efforts for HSF educators and make recommendations for improvements.

  • Manage the program budget and ensure the program operations are conducted within accordance of accepted fiscal practices.

  • Provide supervision and guidance to program staff, including those performing similar work. Directly supervise three subordinate supervisors. Carry out supervisory responsibilities in accordance with the Association’s policies and applicable laws. Responsibilities include interviewing, and hiring staff; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Jointly develop and review progress of assigned staff development plans as needed to increase staff competency. Assures positive, team-based employee relations.

  • Solve problems and resolve conflicts that arise in the program, utilizing appropriate policies and procedures.

  • Ensure educational content conforms to Healthy Families New York policies and objectives.

  • Ensure grant funding requirements are met including by monitoring adherence to Healthy Families America Best Practice Standards and maintain program model fidelity. Helps ensure improved family outcomes across all key Maternal, Infant, Early Childhood Home Visiting (MIECHV) benchmark areas as delineated in the program guidance including collaborating closely with Schenectady County Public Health Services.

Coordination/Operation – 10%

  • Conduct community outreach to assist in the identification and enrollment of high need eligible participants.

  • Maintain confidentiality of information regarding all program participants.

  • Maintain record of participants, complete reports, and accurately collect and prepare paperwork as required for the program evaluation process.

  • Complete necessary written documentation as required by programs and funders.

  • Perform routine data collection utilized by the program.

Professional Improvement – 5%

  • In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.

  • Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.

Health and Safety – Applied to all duties and functions

  • Support the Association to maintain a safe working environment.

  • Be familiar with and strive to follow any applicable federal, state, local regulations, Association health and safety policy/procedure/requirement and standard.

  • Act proactively to prevent accidents/injuries and communicate hazards to supervisors when identified.

    Position Details
