The primary purpose of this position is: To serve as first level supervisor, Director of Safety, for the 18th Air Force (NAF), USAF Expeditionary Center (NAF-equivalent) Safety Offices, to include the 521 AMOW and 515 AMOW, and their respective worldwide mobility enroute operating locations. Provides management, guidance, direction, and (CONT. Below in DUTIES) Responsibilities (CONT. From SUMMARY Above) - review of the overall programs, projects, and personnel requirements of assigned personnel. Additionally, to design, plan, develop, implement, organize, and direct the diverse flight, occupational, and weapons safety and occupational health programs for the 18th Air Force (NAF), USAF Expeditionary Center NAF equivalent) Safety Offices, to include the 521 AMOW and 515 AMOW, and their respective worldwide mobility enroute operating organizations across 14 CONUS locations and 29 OCONUS locations in fourteen countries/territories. Assigned duties specifically require prior AF military fixed-wing rated aviator (e.g. pilot or navigator of tanker or airlift aircraft) experience to successfully accomplish tasks. DUTIES- 1. Serves as the Safety Manager for and is responsible for the Safety Programs of the 18th Air Force (NAF), USAF Expeditionary Center (NAF-equivalent) Safety Offices, to include the 521 AMOW and 515 AMOW, and their respective worldwide mobility enroute operating locations. 2. Performs supervisory personnel management responsibilities. 3. Represents the Safety Division with a variety of functional area organizations. 4. Develops and provides technical safety training/instruction and/or guidance to supervisors, employees and unit safety representatives on risk management, mishap prevention, and mishap response for a wide range of work operations and systems spanning a broad spectrum of hazards, and highly complex and hazardous situations, to include aviation ground operations and flight safety, aircraft mishap investigations, occupational mishap investigation, mid-air collision avoidance, and bird/wildlife aircraft strike hazard programs. 5. Directs, manages, and supervises unit safety program evaluations, staff assisted visits, and routine site visits across the GAMSS. Requirements Conditions of Employment Qualifications This is a Temporary Promotion position NTE 7/Feb/2025; the individual selected for this position may be extended without further competition. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for the Safety and Occupational Health Management Series, 0018. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: 1) Managing safety or occupational health program elements. 2) Developing and recommending safety and occupational health policy to higher levels of management. 3) Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. 4) Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. 5) Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. 6) Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. 7) Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. 8) Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. 9) Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. 10) Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of safety and risk management principles, practices, procedures, laws, directives, instructions, and current legislative issues as they relate to the flight, occupational, and weapons safety and risk management programs. Applying prior AF military fixed-wing rated aviator (e.g. pilot, navigator tanker or airlift) experience to inform all actions, research, analysis, decisions, and recommendations. 2. Comprehensive knowledge of DoD, civil, and host nation safety and occupational health principles, practices, procedures, laws, governing regulation, mandatory federal and international safety standards, and other nationally recognized safety guidance. 3. Knowledge of communication techniques, principles, and regulations to communicate effectively both orally and in writing, in responding to work-related problems and questions. 4. Ability to plan, develop, organize, and direct the functions of staff in order to effectively and efficiently meet deadlines. 5. Ability to provide leadership, supervise and mentor subordinate employees. 6. Ability to review mishap data, perform data analysis, and develop required DAF, DoD, and civil reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
