Role Summary

The Labor Relations Program Manager is a subject matter expert in labor relations practices at Horizon Air (QX). As an individual contributor, this role exercises considerable judgment to make decisions in the planning and execution of labor relations projects and initiatives and provides recommendations to ensure that contractual issues are administered in accordance with company values, relevant employment law, and contractual requirements. With minimal direction from leadership, this role is involved in several labor relations activities, primarily focused on projects that impact multiple represented employee groups, contract negotiations, information requests, and communications for Horizon Air.

Key Duties

  • Manage day-to-day contract administration and make recommendations to QX management and union representatives for contract interpretation and labor issues.

  • Contribute to all aspects of labor contract negotiations (e.g., Developing, preparing and coordinating negotiation timetables, preparing and documenting proposals, soliciting management input, and reviewing historical grievance data).

    • Lead contract implementation project planning.
  • Exercise considerable judgement to make decisions related to the planning and execution of labor relations components of projects and initiatives that impact multiple represented employee groups to ensure that contractual issues are administered in accordance with Horizon Air contractual requirements, company values, and relevant employment law.

  • Act as the initial point of contact for labor relations and ensure responses are complete and timely.

  • Guide leaders in contract interpretation and prepare leaders for the collective bargaining process, including alignment with Horizon’s overall labor relations strategy and long-term objectives.

  • Provide informative and consistent communications to business leaders, union leaders, and the labor relations team, and support the development of company-wide communications with a strong focus on building trusting relationships with union represented employees.

  • Foster productive and collaborative relationships with labor leaders, operational leaders, HR, legal, and finance teams.

  • Contribute to all aspects of labor contract negotiations:

    • Develop, prepare and coordinate negotiation timetables.

    • Document proposals, solicit management input, and review historical grievance data.

    • Lead contract implementation project planning.

  • Facilitate weekly Problem Resolution Meetings (PRM) and follow-up actions.

  • Partner with HR team on Employee Relations matters.

  • Review grievance files, discern intervention, and proactively prepare grievance files for mediation and/or potential arbitration.

  • Develop measures and outputs, create leader dashboards, analyze data trends and develop recommendations and solutions when trends are identified.

  • Facilitate and develop training on labor relations topics for leaders.

Job-Specific Experience, Education & Skills

Required

  • A minimum of 4 years of labor relations experience, via direct labor relations experience or leadership of represented employees.

  • A Bachelor’s degree or additional two years of training/experience in lieu of this degree.

  • Knowledge of labor relations practices and contract administration.

  • Demonstrated organizational and project management skills with meticulous attention to detail.

  • Proficiency with Microsoft Office applications (e.g., Word, Excel, PowerPoint, and Outlook).

  • Excellent communication skills (e.g., verbal, written, listening), with the ability to persuasively communicate ideas.

  • Tactful negotiation skills, with ability to build trust with internal customers and manage confidential data with discretion.

  • Ability to prioritize and work well under pressure while remaining professional, reliable, enthusiastic, self-reliant, self-motivated, and assertive.

  • Knowledge of employee investigation/discipline procedures/conflict resolution.

Preferred

  • Knowledge of the airline industry and its history of labor relations across the industry as well as within Horizon Air.

  • Exposure/education in labor law, conflict resolution, and arbitration/mediation.

  • Direct or indirect experience in negotiating contracts and airline labor negotiations.

  • Knowledge of contract law, labor law, Railway Labor Act, and relevant case law.

Salary Range

$90,300 -- $135,500 / year

Salary Details

Pay will be based on multiple factors, including and not limited to location, relevant experience/level and skillset while balancing internal equity relative to other Alaska/Horizon employees. Alaska/Horizon is committed to fair, unbiased compensation along with competitive benefits in all locations in which we operate.

Note: We don’t typically hire at the top of the range.
