Finance, Planning, and Budgeting (FPB) encompasses the major central financial, planning, and budgeting functions for the University of Washington, including: • Finance & Budget Strategy • Institutional Analytics & Data Support • Policy, Planning & State Operations • University Business Services
Reporting to the Budget Planning and Operations Lead Analyst the Program Financial Analyst will be responsible for; • Supporting the execution of enterprise budgetary operations • Collaborating with team members to develop a stronger shared base of knowledge • Utilizing data from the UW's financial, payroll, and budget systems to analyze and answer complex business questions to support policy, decision making, and to improve processes within FPB. • Support and/or manage one or more of the processes the Budget Planning and Operations (BPO) team is responsible for or participating on teams related to these processes. • Providing professional level support to Deans', Chancellors' and Vice Presidents'/Vice Provosts' offices related to resource allocation and implementation along with other fiscal/budget related questions and issues.
Currently, the work requires all members of BPO to pull and join data from a variety of existing disparate sources. Existing data sources often times have minimal documentation and are not structured in a manner that supports reporting and analysis. The task is complicated by a continued reliance on legacy data systems, with a mismatch between legacy data structure and current business processes. The transition from legacy systems to Workday Finance has introduced additional complexities as FPB, on whole, is responsible for a significant amount of system and data administration, which will require staff to be subject matter experts in both legacy and new financial/planning systems. This position will require the individual to quickly learn about data elements in a complex data environment and gain an understanding of: • The associated definitions • The underlying business processes • The appropriate methodology for calculating measures based on the elements
Gaining an adequate understanding of which data elements to use and how they should be combined involves both training within the office and individual exploration and consultation with those outside of the office. Ultimately, this position entails dealing with a variety of institutional data in and across the areas of finance, faculty/staff, and students.
DUTIES & RESPONSIBILITIES Supporting the maintenance of budget systems, annual budget processes and ongoing budget operations Critical to the success of FPB’s mission and vision is the ability to independently deliver enhanced data analysis and decision support capabilities in an accurate, timely, and effective manner. This position is responsible for the following tasks related to financial data management and analysis: • Serves as budget analyst responsible for the recording of central fund commitments in BPO’s Commitment Database. Serves as the budget analyst responsible for review of new cost center and program worktag requests or requests for modification in UW systems • In coordination with other budget analysts, completes and submits allotment packages to the State of Washington’s Office of Financial Management • Supports other budget analysts in the processing funding transfer journal entries, including, but not limited to: central resources to operating units as approved and necessary, Financial Aid set asides to appropriate aid distribution budgets, administrative overhead associated with UW Bothell and UW Tacoma campuses, and capital project funding from operating units to the appropriate capital budget • Provides support to the UW’s annual budget process (“Annual Review”), including, but not limited to: • Participating in the development of Workday Adaptive Planning models and instructional guides • Participating in the review and analysis of qualitative and quantitative budget submissions • Providing analysis in areas of subject matter expertise as request in support of the annual operating budget development • Utilizes reporting tools to produce needed financial and budget information in the form of unique reports, data downloads, and other business analysis and intelligence tools. • Understands business needs, rules and data definitions as they impact the selection and use of data for reporting and decision making. Champion greater consistency in the application of new and existing business rules and definitions.
Other duties as assigned by Budget Planning & Operations Lead Analyst related to the ongoing support and analysis of the UW’s budget systems and budget.
REQUIRED QUALIFICATIONS Bachelor's degree in business, accounting, finance or related field and 3 years of cumulative experience Equivalent combination of education and experience from which comparable knowledge and skills have been acquired may substitute for degree. Ability to undertake and produce complex analysis of data from a variety of sources with minimal supervision or guidance Ability to undertake and produce complex projects with minimal supervision or guidance Expert working knowledge of Microsoft Office products or similar software applications Work experience with common Finance or Budget system environments College, school or administrative unit fiscal experience Demonstrate commitment to fostering a diverse, equitable and inclusive work environment is required Excellent communication skills Demonstrated experience in working on diverse groups and teams; respects, values, and contributes to FPB and UW’s commitment to diversity, inclusion, and equity.
DESIRED QUALIFICATIONS Knowledge of UW administrative computing systems, technological environment and infrastructure. Experience in working with or in addressing data management issues in an environment supported by legacy systems and experience in both non-ERP and ERP environments preferred. Excellent query development experience in a widely used query tool. Experience in conducting one-on-one training and training in a group setting
