Summary About the Position: This position serves as the Lead Engineer for a multi-disciplinary team of professional engineers and related design professionals, plus AE support personnel, in performing the design of a downstream fish passage facility at Howard A. Hanson Dam (HAHD), which is being managed as a mega-project. Work consists of major engineering, architecture, and construction characterized by exceptional breadth, requiring intensity of effort, consisting of multiple phases. Responsibilities Utilizes a professional knowledge of engineering specialties (civil, geotechnical, hydraulic, hydrologic, structural, mechanical, electrical, etc.), exercising technical guidance and direction over engineers and scientists. Applies leadership and team building skills and techniques such as group facilitation, coordination, coaching, problem solving, interpersonal communication, integration of work, obtaining resources, and liaison with various supervisors. Ensures design coordination with the appropriate U.S. Army Corps of Engineers (USACE) Centers of Expertise (CX) – including, Centers of Standardization (COS), to meet all applicable requirements and criteria. Engaged in the (IDaC) acquisition strategy including attendance at construction meetings to discuss principal construction features and requirements. Monitors and reports on the status and progress of work, and reviewing completed work to ensure priorities, methods, deadlines, and quality standards have been met. Lead the team’s production of all the various engineering components to produce a unified and consistent design. Review of project plans and specifications prior to each contract phase to determine practicability from construction standpoint. Incumbent decides on and advocates the direction and strategies for activities in an environment characterized by undefined factors and conditions. The Fish passage facility is a one-of-a-kind structure that has never been built at this scale and is based on new, emerging technology. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Selective Placement Factor: This position requires possession of a Professional Registration: Professional Engineering (PE).
