This individual will plan, coordinate and direct Human Resources activities of the County and oversee the daily operational activities of the Human Resources Department. Collaborates with the Human Resources Director in researching and providing counsel regarding Human Resource matters. In absence of the Human Resources Director will perform the duties of that position under the supervision of the County Administrator. Essential Duties Drives the operational effectiveness of the County as well as discrete departmental areas by partnering with leadership and other Human Resources staff and implementing solutions aligned to various business goals and challenges of each department. Builds Human Resources staff functional expertise to influence, guide and participate in the business discussion involving talent and human capital decisions of the organization. Provides support to individuals who advise, consult and organize human resources activities. Guides Human Resources staff to partner with departmental stakeholders to create a vision of leadership development; drive coordinated action of people and talent practices to address the departmental leadership gaps. Drives business process improvements and innovations to streamline work and improve efficiency and quality of HR service delivery. Represents the Human Resources Director with crucial stakeholders including elected and appointed officials. Leads and/or oversees Employee Relations investigations and special projects (ex.: Tyler Munis). Provides guidance to the Human Resources Benefits Specialist, Human Resources Generalists and Human Resources Coordinator in matters related to compensation, insurance coverage, contract interpretation, benefit provisions, employee relations, and job analysis. Gathers and analyzes statistical information for various topics including compensation, benefits, contract negotiation, and performance metrics. Provides important input as to overall labor relations strategy. Researches and provides recommendations regarding Human Resources and employee relations issues being mindful of legal compliance, the County\'s past practice, protection of employee interests and morale. Investigates and advises Department Heads, supervisors, and employees to address and resolve employee relations issues. Provides guidance and advises management/supervisory team regarding discipline and internal investigations. Conducts internal investigations as needed. Oversees the, administration and coordination of the County salary programs for employees. Recommends changes or modifications as necessary to provide equitable pay. As a critical member of the County\'s contract negotiating team, investigates proposed labor contract language and economic changes, prepares contractual language and data for negotiation, researches and provides recommendations to address labor issues, and interprets and administers labor contracts in compliance with contractual language. **\ ** OTHER EXPERIENCE AND QUALIFICATIONS: Qualifications Bachelor\'s degree, or commensurate experience, in Human Resources, Public Administration, Business Administration, Communications, or a related field. Seven or more years of Human Resources experience highly desirable. Thorough knowledge of Human Resources practices to include compensation, performance management, employee relations, recruitment, hiring, discipline, termination, labor negotiations, affirmative action and civil rights. Knowledge of Human Resources Information Systems (HRIS) preferred. Ability to work with a variety of people demonstrating good judgement, professionalism, and the highest degree of confidentiality. Ability to exercise initiative and work independently.
