The Project Manager (PM) is responsible for the day-to-day management and coordination of the overall Contract Security Guard (CSG), CCTV, and ESS projects and is the central point of contact with the Government. The PM also performs supervisory functions for the security guard force. The PM has the authority to bind the contractor within the scope of the contract and is the principal and senior on-site manager over a workforce of approximately 25 security officer personnel and up to 20 CCTV and ESS personnel. The PM has sole responsibility for the successful management of operations and the adherence to contract requirements. This is an on-site, Monday through Friday position at Walter Reed Army Institute of Research main campus with travel to area sites as required.

Responsibilities

The PM exercises daily management functions of all contract personnel, related resources, required training activities, certification and/or management tasks and reports to the CISS General Manager. In addition, The SM is:

  • An individual of unquestionable integrity has extensive personnel management experience and can perform the managerial and administrative duties inherent to the scope and scale of the security-related contract services.

  • Available to receive and implement Post or General Orders (or instructions) from the Government that affect the work, operations and services performed by the contractor's workforce.

  • Empowered with corporate authority to make decisions, determinations and enact actions, as needed, to ensure continuous satisfactory contract performance and performance quality.

  • The focal point for all issues concerning CSG, CCTV, and ESS workforce matters, and as such, works in close coordination with the Government to ensure all aspects of contract support adhere to the terms, conditions, and standards of the contract.

  • Responsible for maintaining staffing levels and uninterrupted post coverage.

  • Responsible for interfacing with organized labor and complying with the provisions of the collective bargaining agreement.

  • Required to provide all administrative and technical leadership for CSG activities and a working knowledge or ESS and CCTV activities. This responsibility includes management of the contractor's training (and certification) programs, quality control process(es), workplace safety practices, workforce staffing, scheduling, and assignment. The PM is accountable for the timeliness, accuracy, and proficiency of contract-related recordkeeping responsibilities.

  • Responsible for other duties as assigned.

Qualifications

  • Must be 21 years old.

  • Shall have a minimum of five years of guard supervisory experience for a guard force of at least 15 officers or a two-year college degree with courses focused on police science, police evidence, law, criminology, general law, and experience managing personnel in which occupant or premises safety was a prime responsibility with three years demonstrated management experience.

  • Must be trained in basic security guard duties.

  • Minimum of one (1) year experience managing quality control programs of a scope and scale as those incorporated in this contract and detailed in the contractor's Quality Control Plan is preferred.

  • U.S. Citizenship, U.S. Driver’s License, and Secret Security Clearance with ability to qualify for TS-SCI as required.

Knowledge, Skills and Abilities:

  • Possess strong analytical and technical writing skills.

  • Proficient in a variety of computer software applications in word processing, spreadsheets, database, (MSWord, Excel, Access, PowerPoint), and Outlook.

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.

  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
