National Oceanic and Atmospheric Administration Supervisory Grants Management Specialist in Silver Spring, Maryland

Summary This position is located in the National Environmental Satellite, Data, and Information Service (NESDIS), Chief Financial Officer/Chief Administrative Officer (CFO/CAO), Data Analysis and Systems Integration Branch (DASIB), with one vacancy in Silver Spring, MD. Responsibilities As a Supervisory Grants Management Specialist, you will perform the following duties: Develops comprehensive grant management system of policies, procedures, guidelines, protocols and requirements. Conducts comprehensive and complex analysis and evaluation of grants funding and obligation data while coordinating national programs and operations in support of competitive and non-competitive grant programs and cooperative agreements in the remote sensing data industry, including satellite observations. Uses advanced knowledge and experience to review and evaluate adequacy of grants and assistance policies and procedures; tracks, reviews, and analyzes all pre- and post-award financial reports, expenditure reports, and correspondence, and identifies actual and potential financial and administrative problems. Requirements Conditions of Employment This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-4 is equivalent to the GS-13/14. * A one year supervisory probationary period may be required. * Payment of relocation expenses is not authorized. * Payment of relocation and recruitment incentives may be authorized. * This position is not in the bargaining unit. * This position requires the submission of a Financial Disclosure Form, OGE-450. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-4 or (GS-13/14}: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 (GS-12) in the Federal service. Specialized experience MUST include all of the following: Coordinating the Grants management process, including administering grants and agreements and interpreting laws, regulations and policies; Conducting analysis and evaluation of grants funding and obligation data; and Making recommendations to higher management on issues related to financial assistance awards and grant administration. Education Substitution of education for specialized experience is not applicable to this vacancy. Additional Information Salary for selectee's pay may be set at any point within the pay band except for intervals 4 and 5 $181,217 to $191,900 which is reserved for supervisory performance or for current supervisors within CAPS who already have a salary within intervals 4 and 5. CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.
