Job Summary

The Health & Safety Projects & Construction Program Manager has direct responsibility for implementing and managing safety programs and partner with the Utility. The Program Manager will have governance and oversight of the Projects & Construction (P&C) health and safety processes. This position is supported by a team of Health and Safety Coordinators that are responsible for maintaining safety programs at field locations throughout New Jersey. Assistance includes actively supporting field personnel in implementing and communicating recommendations stemming from Incident Investigations, interpreting OSHA, Job Hazard Analyses and other pertinent safety regulations, Corporate Practices, and procedures, understanding new programs, documenting actions/events, and resolving health and safety issues in a consistent manner across the line of business. The position reports directly to P&C’s Senior Director Construction & Maintenance and supports leadership by implementing and monitoring safety programs and driving positive safety behaviors.

Job Responsibilities

• Industry regulation tracking & implementation (E.g. OSHA)

• Safety manual ownership, Compliance Program Development, Safety Systems (IT)

• Responsible for P&C’s safety reporting, analytics, and benchmarking, etc.

• Responsible to represent the company on outside organizations, committees, and active sub-committees.

• LOB-wide development, application, recommendation actions and reporting of Job Site Observations, Job Hazard Analysis, use of Personal Protective Equipment, Industrial Hygiene, Safety Training, Good Catch Program, etc.

• Responsible for overall safety and health management within Projects & Construction in a manner that improves health and safety results. Acts as a liaison amongst P&C management, Union safety leadership, other utility LOBs, support groups (transportation, storeroom, etc.) and utility H&S program managers.

• Review and maintain safety incident data entry by Health and Safety Coordinators into the corporate Safety Information Management Systems (E.g., SIMS)

• Responsible for the proper classification of safety incidents; First Aid, OSHA, Lost Time.

• Coaches and tracks Incident Investigation teams to ensure consistent application of the Incident Investigation and Analysis Process.

• Participates in incident investigations and analysis teams and works with LOB management to ensure Utility-wide sharing of Reports and timely implementation and tracking of recommendations within their respective LOB.

• Turns Incident Analysis recommendations into policy/practices/behavior changes; interfaces with LOB field Operations groups, support work groups, and other groups as needed to implement recommendations.

• Is an active member of the P&C Safety LOB Council and Electric T&D LOB Safety Council.

• Responsible for maintaining and supporting facility safety compliance for all P&C’s physical locations.

Job Specific Qualifications

Required:

• Bachelor’s degree in Occupational Safety & Health, Engineering or related field with a minimum 8 years of work experience with direct safety-related responsibilities within the utility, construction or similar industry. In lieu of a bachelor's degree in Occupational Safety & Health, Engineering or related field, must have a minimum of 12 years work experience with direct safety-related responsibilities within the utility, construction, or similar industry.

• Demonstrated capabilities in performing root-cause analyses and safety incident investigations

• Able to respond to safety emergencies reported by field based on construction schedule.

• Extensive knowledge of OSHA regulations and relevant consensus standards i.e., NIOSH, ANSI, ASTM, NFPA, etc.

• Strong leadership and organizational abilities; decision making, problem solving, teamwork, client/customer satisfaction focus skills.

• Excellent communication and analytical skills; experience in delivering presentations and training.

• Valid U.S. driver's license with satisfactory driving history

Desired:

•Occupational Safety & Health Technician (OSHT), Certified Safety Professional (CSP), Certified Utility Safety Prof (CUSP), Instructor Certification or other related certifications.
