Liveable Places is a growing and highly successful service area within our Planning and Local Government business with a wide range of local authority & private clients from across the UK to help them achieve their place making ambitions. We deliver a wide range of schemes from concept to delivery that include public realm, traffic engineering, road safety, traffic signals, pedestrian / traffic modelling, active travel, and parking. We have had recent key successes with Westminster City Council, West Sussex County Council, East Sussex County Council, Leeds City Council, Cambridgeshire County Council, Richmond Council, Croydon Council, Redbridge Council, West of England Combined Authorities and many, many more.

The Liveable Places team is based in offices across the UK with over 200 staff (as well as over 60 staff in India), currently making up the team with further growth planned. YOUR NEW ROLE, WHAT’S INVOLVED?

The Operations Team Leader (OTL) is a senior member of the Discipline Operational Management Team (OMT) and is responsible for the management and leadership of day-to-day operational matters associated with Liveable Places, with responsibility for Profit & Loss and budget delivery. The role is to support the Service Line Director (SLD) and jointly embed a strong client and project culture around a technically excellent and efficient delivery model, balanced with the need to satisfy client, colleague and commercial expectations.

As a key member of the Mobility OMT they will support the Mobility Operations Director and the Liveable Places SLD by freeing up senior colleagues from operational management to allow maximum focus on colleague development, work winning, project delivery and client relationships. The OTL will lead and co-ordinate a regional operational management team for Liveable Places.

KEY ATTRIBUTES AND BEHAVIOURS

The role has a number of key attributes and behaviours across a number of areas which will be needed to help you excel in the role.

Leadership

  • Actively demonstrate leadership in Health, Safety and Wellbeing, with a commitment to a Zero Harm culture. including completion and recording of Leadership Engagement Events (at least one health and safety focussed leadership engagement activity per quarter)

  • Exhibit and demonstrate behaviours and attitudes in accordance with WSP’s core values through effective team working with open communication

  • Provide visible leadership and operational direction for the Liveable Places cost centres with responsibility for training, development and colleague retention

  • Provide support to the Mobility Operations Director and Operational Management Team

  • Lead and engage others to develop an efficient delivery model balanced with the need to satisfy employees, Client and commercial expectations

  • Define, lead and direct teams to support the implementation of best practice

  • Provide co-ordination across the business to ensure sharing of best practice and innovation

  • Promote collaborative working with other teams to ensure efficient resourcing and identify areas where our services/skill sets can be integrated through multi-disciplinary working

  • Promote technical excellence and Future Ready / innovation, and apply lessons learned from Project Reviews

  • Support business development activities through proactive participation in external market profile-raising activities and functions

  • Build and maintain key Client relationships with Key Account Managers both at a UK and Discipline level by developing and embedding a client centred culture

  • Work with Human Resources and our People Group (PEG) to develop and implement succession planning and talent management and have an effective interface with HR on all general employee matters

COMMERCIAL & FINANCIAL

  • Responsible for effective commercial governance and Go/No Go bid review

  • Responsible for annual budget preparation and delivery (Revenue, Operating Margin, EBITDA and DSO)

  • Responsible for Liveable Places financial performance/reporting

  • Responsible for accuracy and overview of Liveable Places financial forecasts

  • Responsible for Liveable Places working capital management

OPERATIONAL MANAGEMENT

  • Maintain an overview of workload, utilisations and associated resource requirements and work with team leaders to ensure resources are fully utilised within technical capability

  • Monitor and manage recruitment needs to meet project and budget targets/demands

  • Undertake prospect/fee bid reviews, overview and sign off in accordance with delegated authorities

  • Manage and oversee all aspects associated with Quality/Health & Safety/Environment/Corporate

  • Responsible for ensuring compliance with SHEQ management systems

  • Manage the integration of UK wide best practice i.e. Business Management System (BMS), SHEQ, and implement operational business Improvements

  • Interface with our complimentary resource centre in India (iCRC), champion UK and India joint working to grow our workload, maintain our competitiveness and access skills

  • Promote effective iCRC collaboration within Liveable Places

QUALIFICATIONS

The successful candidate should have the following qualifications.

  • A civil engineering, transport planning, geography or relevant degree or equivalent

  • Membership and chartership of a relevant professional body

  • Significant proven ability to lead, direct and manage project teams and individuals

  • The ability to prioritise, to achieve deadlines and to work with minimal supervision

  • Good spoken and written communication skills. With the ability to liaise with others including public sector officials, members of the public and other senior colleagues
