Job Summary

TOTAL COMPENSATION: $77, 503.12 - $108,428.73 annually. Total compensation is an estimate based upon full-time base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.

The starting pay will begin at $29.11 on the pay scale, will have a pay increase after six (6) full months of employment and will have annual increases thereafter, maxing out at the top step of the pay scale.

The Regional Training Manager performs a variety of complex Regional Training Management duties for the Spokane County Sheriff’s Office [herein referred to as Agency] Training Division. Incumbent will be the primary decision-maker in organizing, facilitating, tracking, and overseeing regional training activities hosted by and scheduled at the Spokane County Sheriff’s Office Training Division facility/Small Arms Range, including managing Agency Training Division staff, scheduling, course content, vendors, contractors, and instructors. Responsibilities will also include designing, tracking, monitoring, and compiling systems and reports on Agency in-service training and regional training activities, including course approval, advertisement, data tracking, certification, records compliance, cost/benefit analysis, and implementation.

The Multi-Agency Accreditation Program Manager performs complex agency auditing duties and analytical work in a professional administrative manner to demonstrate that the Spokane County Sheriff’s Office and contracted agencies’ accreditation programs are in compliance with and adhere to standards established by the Washington Association of Sheriffs and Police Chiefs (WASPC). The Multi-Agency Accreditation Program Manager will need to read, interpret, and understand Revised Code of Washington (RCW) laws, Washington Administrative Code (WAC) regulations, as well as federal and court rules while auditing the Agency for compliance with accreditation standards. This role is primarily that of an in-house Agency auditor that works independently and in cooperation with Command Staff and upper management of the Spokane County Sheriff’s Office.

Primary duties for both roles of this position will include auditing the Agency for compliance with State law, Federal law, and associated accreditation standards, including auditing individual Agency units, divisions, and buildings for compliance, correcting any deficiencies, anticipating issues, and recommending solutions, as well as setting goals, policy changes, preventing legal liabilities, limiting financial losses, initiating additional training, and documenting changes in regards to compliance.

The Regional Training & Multi-Agency Accreditation Program Manager is considered part of the management team, participating in Agency policy and goal setting, training coordination and evaluation, development and presentation of the Spokane County Sheriff’s Office Training Division budget, and oversees the accreditation program for the Spokane County Sheriff’s Office and contracted agencies.

As part of this position, incumbent is required by WASPC to mentor and assess external agencies in Washington State; the Multi-Agency Accreditation Program Manager will conduct mock accreditation file reviews and on-site file reviews, determining if an agency meets accreditation standards and to ensure compliance with the external agency’s internal policies and standards as reflected in WASPC, RCW, and WAC regulations; incumbent will mentor agencies to achieve accreditation through additional training and teaching.

Incumbent may represent the Department Head or Division Manager on behalf of the Agency’s Training Division and will have managerial and supervisory authority over subordinate support staff within the Agency’s Training Division.

A validated typing test with a net score of at least 45 WPM after adjustment for errors, taken within the last 90 days, is required for Open Entry Applicants. The Civil Service office will be offering free typing tests by appointment only.

Regional Training Manager Duties:

Oversee all aspects of training, meetings, and events requested for and scheduled at the Spokane County Sheriff’s Office Training Division facility/Small Arms Range, including coordination of facility scheduling, training requested and required for in-service, Agency staff, students, and regional user groups, logistics, execution, and accessibility; coordinate and manage event advertisement; problem-solve any scheduling issues; oversee Agency Training Division support staff assigned to assist with training schedule and operation; ensure registration and certification pre- and post-training are maintained, reviewed, verified for completeness, uploaded to corresponding databases, and filed/archived properly.

Manage vendor relationships, including overseeing the development and implementation of contracts and maintaining communication with external instructors and contracted hires; oversee support staff administering online courses, rosters, and communication with the public regarding training courses.

Manage and coordinate Agency in-service training, including planning, implementation, and communication of training and disbursement of training materials; liaise with other agencies, interfacing with the Washington State Criminal Justice Training Commission (WSCJTC), vendors, and companies regarding scheduled and potential training events and opportunities to host and attend courses at the Spokane County Sheriff’s Office Training Division facility/Smalls Arms Range; manage the facilitation, advertisement, and enrollment of Agency-sponsored training opportunities to external agencies, partners, and students.

Assess, monitor, and evaluate Agency training; analyze and maintain data from completed trainings; develop reports; ensure required training is completed by commissioned personnel, tracked, and uploaded to required databases; compile feedback from vendors, instructors, and trainees; design and apply assessment tools to measure effectiveness and compliance with law enforcement standards; organize, develop, and/or source training programs to meet internal and external training needs; conduct regular Agency-wide training needs assessments.

Administer final review of training instructional plans, reviewing and overseeing the work of others, and determining compliance with Agency standards and Training Division requirements, streamlining and alleviating Agency executive leadership in the Training Division from single review; validate lesson plans meet the International Association of Directors of Law Enforcement Standards and Training (IADLEST) and legal requirements to ensure accreditation standards are followed; confirm instruction plans from trainers and specialty units meet instruction plan standards set by the Director of Sheriff’s Training & Certification/Small Arms Range Facility Manager.

Identify internal and external training programs to address Agency competency gaps; oversee and develop training aids, such as manuals and handbooks, for in-service trainings; review internal and external content to meet legally defensible, research-based, and best practice standards.

Development and oversight of Agency Training Division budget; research and request funding for current and future regional training courses; plan and request funding for continuing education and development for Agency personnel, including both commissioned and non-commissioned positions; create, document, and present bi-annual Financial Impact Report to Command Staff, reporting how Agency regional training courses have financially benefited the Agency, along with identifying and tracking cost-savings impacts on free and/or reduced training seats and travel costs to the Agency.

Assist in managing daily operations of the Spokane County Sheriff’s Office Training Division/Small Arms Range facility in partnership with and in the absence of the Director of the Sheriff’s Training & Certification/Small Arms Range Facility Manager, including responsibilities for hospitality, Training Division support staff, facility maintenance, security, mail coordination, inventory, and policies and procedures for entry and facility usage.

Multi-Agency Accreditation Program Manager Duties:

Manage, oversee, maintain, and update Agency and contracted agency accreditation files regularly to verify files remain in compliance for accreditation; make adjustments and recommendations for changes, as needed.

Stay current on all aspects of the accreditation process, to include monitoring of revised and proposed amendments to legal standards, meeting and exceeding industry best practices for accreditation, and recommending updates, changes, or modifications to internal policies and procedures to be reviewed and revised on a regularly scheduled basis.

Identify policy issues, training needs, and internal deficiencies; make recommendations for policy change; verify proposed policy changes are compliant with accreditation standards, Criminal Justice Information Services (CJIS) security standards, WAC regulations, and other laws directly related to accreditation; provide training updates to Agency personnel, as needed.

Review assessment criteria in collaboration with external accreditation program executives and WASPC to evaluate compliance with best-practice operational standards and develop improvement targets, if determined necessary.

Conduct monthly reviews with Agency Training Division executive staff members to revise policy and procedure manuals and catalogs to ensure standard operating procedures are reliable, up-to-date, and meet all current WASPC standards, legislative mandates, and judicial rulings.

As a WASPC mentor, coordinate with WASPC for external agency on-site assessments and inspections; prepare and submit required reports and evaluation results to WASPC; develop, manage, train, mentor, and implement operational plans to facilitate process improvements to external agencies in response to site audit.

Manage and oversee reaccreditation for both the Spokane County Sheriff’s Office and the Spokane Valley Police Department .

Serve as a liaison between the Spokane County Sheriff's Office administration, other Agency employees, subject-matter experts, and external agencies in all accreditation efforts; regularly report to Agency Command Staff on accreditation compliance.

Supervisory Responsibilities as Regional Training & Multi-Agency Accreditation Program Manager

Manage and evaluate support staff within the Spokane County Sheriff’s Office Training Division; conduct quarterly probationary staff reviews and annual staff reviews; identify job-related deficiencies and correct accordingly; verify staff are meeting the needs of the Agency.

Head records keeping programs, policies, and systems for accreditation files of both internal agencies (the Spokane County Sheriff’s Office and Spokane Valley Police Department) and regional training programs; ensure compliance and accreditation best-practice standards are being met; oversee maintenance of employee training files and records in accordance with applicable records retention schedules; supervise and maintain computer-based administrative records, all training records, and instructional records; lead implementation and maintenance of new software programs for user training; train Agency Training Division support staff, volunteers, and/or interns on proper records maintenance.

Partner with Agency Training Division staff to draft, publish, and post Agency and Training Division policies and procedures; ensure distribution and compliance; draft, manage, and implement approved facility and instructional training plans that have been approved by the Director of Sheriff’s Training & Certification/Small Arms Range Facility Manager; ensure compliance by all internal and external instructors and facility usage groups; give final approval on new requisitions to be evaluated; primary decision-maker and overseer of when and why trainings will be scheduled; determine logistics, needs, fee schedules, attendees, and negotiation for tuition-assistance for approved trainings.

Manage and problem solve any issues related to regional training events, accreditation programs, and ongoing Agency projects related to the Training Division; oversee maintenance and updates to the Training Division website.

Minimum Requirements

Open Entry Applicants: Must be a citizen of the United States, a lawful permanent resident, or a deferred action for childhood arrivals (DACA) recipient; must be able to speak, read, and write the English language; high school diploma or GED.

Must keyboard accurately at 45 WPM.

Must have a Bachelor’s Degree or higher from an accredited college or university, PLUS an equivalent to at least three (3) years of full time professional, administrative experience; experience must include an equivalent to at least one (1) year of full-time professional experience in a supervisory, managerial, project management or lesson plan development role.

Promotional Applicants: Must be a current Sheriff’s Technical Assistant III, or higher administrative classification, in the Spokane County Sheriff’s Office, who has successfully completed probation and has an equivalent to at least one (1) year of experience in a supervisory, managerial, project management or lesson plan development role.

PAID TIME OFF

Spokane County Observed Holidays

Up to 10 (ten) paid holidays are observed by Spokane County.

PTO

Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years.

Vacation

For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language).

Sick Leave

Sick leave is earned at 1 day per month and can be taken as the days are accumulated.

Other Leaves

Spokane County provides several other paid leaves such as: bereavement leave, jury duty and military duty leave.

Two plans are currently available: Premera Blue Cross (PPO) and Kaiser Permanente (HMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. Premiums are deducted each pay period (pay periods: 15th and last day of the month).

Group Life Insurance

The County provides a $25,000 group life insurance policy to employees. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County.

Long Term Disability Coverage

Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.

RETIREMENT

Retirement Plan (401a)

Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.

Additional Retirement Plan Option (457b)

Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan.

VOLUNTARY BENEFITS

AFLAC

Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium.

Travel Assistance

Provides additional travel protections anytime you travel more than 100 miles from home. Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage. This benefit is paid in full by Spokane County.

Flexible Spending Plan (FSA)

Spokane County sponsors a Section 125 Flexible Spending Account to allow out-of-pocket Medical & Daycare Expenses to be paid with Tax Free Dollars. Premiums are automatically set up pre-tax under the FSA.

Voluntary Term Life Insurance

Voluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance. New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed.
