In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. The new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

The Children’s Mental Health Services Manager will provide leadership and coordination of programs to ensure DCYF is coordinating with other state agencies and working together to understand and address the needs of children with mental health concerns and their families. This position uses existing and, as needed, creates new, cross-agency structures and tables enabling collaboration among administrators of programs serving children with mental health needs and their families.

Responsibilities include:

  • Provide leadership on effective and efficient coordination of programs and services administered by state agencies serving children with mental health concerns and their families.

  • Develop process and systems to elicit on-going input and feedback from families with children with mental health concerns, service providers, community organizations and other relevant stakeholders to create process improvements, inform decisions, and update/create policies.

  • Improve the experience of those accessing services for children with mental health concerns. Raise awareness of available programs, services, and resources. Identify and address barriers to access and participation in programs and services.

  • Seek out opportunities to build or strengthen coordination across agencies to improve service delivery experience to Minnesota families. Lead evaluation and process improvement efforts related to coordination across agencies.

Minimum Qualifications

Four (4) years of experience in the human services or social services field in community and/or stakeholder engagement. Experience must also demonstrate:

  • Experience coordinating/facilitating a group of individuals working toward a common outcome.

  • Experience building relationships and partnerships between or with community-based organizations, counties, Tribal Nations and the state to better support families.

  • Experience working with social service programs that support families and children.

  • Experience working with and having an understanding of the needs of families with children with mental health needs.

  • Strategic planning and project management experience.

  • Knowledge of the state legislative process, budget development and the relationships between state and local government.

  • Demonstrated cultural competence to effectively interact, build and sustain relationships with people of diverse identities, perspectives, and cultural backgrounds.

Preferred Qualifications

  • An understanding of the complex intersections of state and federal policy related to programs and services supporting children and families with mental health needs including, but not limited to, Part C & B Early Intervention Services, Medicaid, TEFRA, Special Education, and mental health services.

  • Experience synthesizing qualitative and quantitative data/information to identify areas, needs, strengths and opportunities for programming and service delivery.

  • Experience working on programs or projects that sit at the intersection of mental health and other issues like child welfare, child care or juvenile justice.

  • Bi-lingual in English and another language such as Spanish/Hmong/Karen/Somali/Arabic.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
