In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

As Payroll and Accounts Payable Supervisor, you will maintain and administer purchasing, payroll, and payment functions for the new Department of Children, Youth, and Families (DCYF). This position directly supervises the payroll and accounts payable team ensuring that employee and department obligations are promptly encumbered, paid, and recorded in SEMA4 and SWIFT. This position is responsible for developing purchasing, encumbering, payment, and payroll processes and procedures and training department staff to ensure departmental obligations are promptly, accurately, and efficiently paid, and that internal controls are in place to mitigate risk. Responsibilities include:

  • Supervising the payroll and accounts payable team of 5 employees, ensuring that employee and department obligations are promptly encumbered, paid, and recorded in SEMA4 and SWIFT.

  • Lead payroll operations assuring that employee salaries and travel costs are promptly, accurately, and efficiently processed using Self-Service and SEMA4.

  • Lead DCYF SWIFT purchasing, encumbering, and vendor payment functions assuring that departmental obligations are promptly, accurately, and efficiently paid and that internal controls are in place to identify areas of weakness.

  • Utilize technology to automate DCYF purchasing and payment functions, maintain audit trails, and provide data for reporting to maximize operational efficiencies.

  • Direct, maintain, and monitor DCYF SEMA4 security clearances for payroll tasks. Assign security profiles to DCYF employees that maintain good accounting controls but facilitate staff doing their jobs.

Minimum Qualifications

Demonstrated leadership experience, which can include:

  • Experience as a supervisor, lead worker, team lead, project lead

  • Completion of a State of Minnesota leadership program (e.g. Emerging Leaders Institute - ELI)

  • A paid/unpaid position leading a program or chairing a committee (e.g. Employee Resource Group - experience must include:

  • 1+ year of experience identifying issues, goals and strategic actions

  • 100+ hours per year time commitment

AND

3 years of professional accounting experience. Experience must demonstrate:

  • Experience in payroll and accounts payable as well as the demonstrated ability to interpret and analyze fiscal data related to them.

  • Thorough knowledge of Generally Accepted Accounting Principles (GAAP), standards and practices.

  • Experience working with SWIFT or similar Accounts Payable, Budgets, and Purchasing systems, in order to analyze payments and encumbrances, determine causes of failed processes, correct posting errors, run monthly reports to analyze open vouchers, payables, guide program accountants accounts payable and purchasing staff in resolving a variety of issues initiated with entries in different modules.

  • Experience working with SWIFT or similar Accounts Payable, and Purchasing Module systems to create purchase orders, to evaluate pending payment voucher, to perform budget check activities, to process interface transactions from agency sub-systems, and to run and review reports related to system queries.

  • Experience interpreting fiscal records and reports, charts of accounts, account structure, budgets, programs, grants and organizational structure.

  • Ability to research, interpret, analyze and explain state laws, policies, rules, regulations and procedures as they relate to fiscal operations.

  • Ability to interpret financial documents.

  • Ability to direct work activities of staff and monitor and report on work performance.

*A Bachelor’s degree in Accounting may substitute for 1 year of experience.

Preferred Qualifications

  • Experience working with the State of Minnesota accounting systems, including work in SWIFT, SWIFT-ER, and SEMA4.

  • Experience analyzing fiscal reports for adherence and conformance to federal laws, state statutes, and agency policies.

  • Skilled in preparing and interpreting fiscal records and reports, recognize problems, and effect solutions.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
