In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. The new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

As the Deputy Chief Compliance Officer, you will provide leadership, coordination, consultation, and technical assistance for the design, implementation, monitoring of the Agency’s compliance program consistent with regulations, quality assurance and performance improvement activities throughout the Department of Children, Youth, and Families (“DCYF”).

The Deputy monitors and evaluates compliance activities and efforts; manages projects; develops and implements communication plans/efforts; drafts reports, memos, action plans, and other compliance documents; supervises staff in the central compliance office; and performs other duties as directed by the DCYF Compliance Officer.

Projects managed are of high visibility and have agency-wide scope that may require long-term management of efforts and activities. DCYF presents a large, complex, and challenging project management environment spanning across an array of programs, policies, protocols, practices, rules, laws, and various professional/technical specialties. This position works on projects strategically and methodically, in coordination and collaboration with key stakeholders and other Agency staff, to ensure optimal use of resources and success with project goals.

Responsibilities:

  • Provide compliance project management leadership, guidance, and technical expertise to DCYF executives, managers, and other staff members using all relevant state and federal regulations, and standards of practice and resources; deploying project management tools and continuous improvement methodologies that will support and enhance the efforts of the projects; identifying and organizing complex, cross-divisional/departmental work; facilitating key meetings and discussions to move key stakeholders toward collaboration, consensus-building, agency-wide coordination, and effective decision-making.

  • In conjunction with members of the Compliance Office and other Agency staff, conduct reviews, risk assessments, root cause analyses, and mock surveys in a proactive manner to help identify the factors for variation in performance and outcome. The analyses include recommendations and corrective action plans to prevent future non-compliance and/or harm, and to improve the processes and systems that would decrease the likelihood of future adverse events/incidents.

  • In conjunction with other members of the Compliance Office and leadership develop, implement, and maintain ongoing, data-driven quality assessment and performance improvements.

Minimum Qualifications

Demonstrated leadership experience: Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead;

  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

  • A paid/unpaid position leading a program or chairing a committee (e.g. Employee Resource Group) - experience must include:

  • 1+ year of experience identifying issues, goals and strategic actions

  • 100+ hours per year time commitment

AND

5 years of specialized experience in compliance and/or quality improvement. Experience must demonstrate:

  • Experience managing multiple projects using project management methodology including all principles involved in planning, executing, controlling, managing evaluating, and closing projects.

  • Experience collecting and analyzing large amounts of data and using the data to create reports and dashboards.

  • Experience with compliance programs, plans, and performance improvement activities.

  • Knowledge of state and federal rules, regulations and legal procedures covering a wide variety of topics and subjects related to human service programs.

  • Ability to develop internal and external relationships sufficient to work with and influence different constituencies with diplomacy and build and support diverse teams in a respectful and inclusive manner.

  • Knowledge of data privacy law and regulation and ability to appropriately manage data that is not public.

Preferred Qualifications

  • Master’s degree or coursework in a field related to compliance, human services or public administration.

  • Certified in compliance.

  • Lean six sigma certification or experience with continuous quality improvement methods.
