As the Financial Systems Supervisor, you will supervise the Financial Systems section embedded within the Office of Financial Management. You will ensure that MnDOT’s various financial systems are designed, operated, and maintained in accordance with department needs and external requirements. This position will play a critical role in migrating systems from current technology hosted on-premises to Azure technology and/or vendor hosted Software as a Service (SaaS). In this position you are responsible to ensure that all customers, internal and external, have access to the financial information needed.

This position is currently eligible for full-time telework:

  • Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.

  • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

Minimum Qualifications

Position requires a minimum of three (3) years of experience with large scale IT systems design and implementation.

Experience must include:

  • Proficient with PL/SQL, C#, or Java.

  • Experience with system analysis, design, development, quality assurance and system testing.

  • Experience with migration of applications from on-premises to vendor hosted, Software as a Service (SaaS) in the Azure cloud.

  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

  • Customer service skills that include active listening, empathy, and problem-solving.

Preferred Qualifications

  • Experience with project planning and management.

  • Experience with Minnesota’s PeopleSoft Financials, Procurement, and Human Resources; Statewide Integrated Finance Tools (SWIFT).

  • Knowledge of the Governmental Accounting Standard Board (GASB) statements and FHWA rules.

  • Ability to introduce financial management concepts and up-to-date systems to the department’s business operations.

  • Must be able to anticipate future requirements, stimulate discussion regarding needed changes, and establish action plans to accomplish them.

  • Ability to garner employee involvement and ensure quality management to maintain production and employee morale by providing on-going training in new skills, skill enhancement, and development training.

  • Must have leadership ability to direct the activities of the section—including work assignment, output review, supervisory tasks, and budget control—and plan for the future. The position must anticipate future requirements, stimulate discussion regarding needed changes, and establish action plans to accomplish them. Lead work or supervisory experience.
