The Fiscal Policy Trainer will support agency standards for ICF/DD and Disability Waiver Rate System (DWRS) policies and practices. The incumbent in this position will:

Serve as the Disability Services Division’s (DSD) lead staff person responsible for:

  • Administration of ICF/DD services

  • Evaluating and authorizing funding requests

  • Developing policy guidance

  • Providing technical assistance

Managing and coordinating statewide DWRS technical assistance and training

Develop and lead trainings for lead agencies, contracted case management agencies, and providers

Build and oversee communication strategies for internal and external stakeholders and evaluate outcomes of those strategies

Minimum Qualifications

3 years professional experience working with persons with disabilities which promote choice and flexibility, while supporting health and safety. Experience must clearly demonstrate:

  • Broad-based understanding of federal and state law and policies relating to service provision and funding for eligible Minnesotans with disabilities (Minnesota’s Medical Assistance program, federal/state HCBS waivers, ICF/DD services, client assessment tools, screening documents and service agreements) and service delivery models.

  • Knowledge of adult learning principles and techniques necessary to develop training;

  • Design and deliver training presentations, using a variety of instructions techniques and formats designed for counties and other external stakeholders;

  • Skilled at using MS Office Suite programs: Word, Excel, PowerPoint, and MS Teams along with video conferencing software.

Bachelor’s Degree in Psychology, Social Work, Public Health, or another related fields may substitute for one (1) year of work experience

Preferred Qualifications

  • Thorough knowledge of DSD systems change and reform initiatives, goals and strategies, including efforts to support/enhance person-centered planning and individual choice;

  • Presentation skills to explore and solicit discussion from a diverse groups to stakeholders for facilitation of goal oriented outcomes;

  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns

  • Variety of experiences working effectively with others from different backgrounds and/or cultures
