This position exists to lead the Office of Inspector General (OIG) Enterprise and Operations Policy unit in initiating policy improvements to enhance enforcement, monitoring, and compliance of licensing standards both within Department of Human Services (DHS) and across state and county agencies. Under administrative direction of the Licensing Policy Manager, the incumbent assists the OIG Enterprise and Operations Policy unit, the Deputy Inspector General and the Licensing Division Management Team by performing lead work regarding development and implementation of licensing policies that cut across multiple units within DHS and other agencies.

Responsibilities include but are not limited to the following:

  • Lead legislative policy development, communications, reports, and stakeholder engagement efforts for services licensed or certified by the Department.

  • Lead teams of department, cross-agency, county, tribal and other partners to develop statewide policy and service delivery standards to implement state and federal laws.

  • Identify, design, implement and evaluate trends, policies, and procedures to increase program integrity and accountability for DHS-licensed or -certified programs.

Areas of emphasis and projects include the following: residential mental health, intensive residential treatment services, residential crisis stabilization services, mental health centers, substance use disorder treatment services, detoxification programs, withdrawal management programs, children’s residential facilities, sexual psychopathic personality programs, forensic mental health programs, psychiatric residential treatment facilities, and community residential settings.

Minimum Qualifications

Three (3) years of experience the development, analysis, or implementation of legislative or policy proposals or other policy initiatives and projects.

Experience must demonstrate the following:

  • Identify and evaluate information/data.

  • Develop policy and program recommendations.

  • Demonstrated research and analysis skills.

  • Interpersonal communication and writing skills while applying diversity concepts.

Preferred Qualifications

  • Possess technical knowledge of the health care and human services system, administrative law processes, and the legislative process.

  • Experienced in Project Management.

  • Possess management and organizational skills sufficient to organize human and fiscal resources and have a thorough knowledge of the purposes, policies and programs of the facility, its operations, and applicable laws, rules, regulations and policies of the Department of Human Services.

  • Efficient responses, including technical assistance and communications related to stakeholder proposals impacting the work of the Licensing division.

  • Ability to communicate effectively both orally and in writing.

  • Ensure materials available to license holders and the public such as web pages, fact sheets, and other materials used for communication are up to date and reflect current information.

  • Ability to understand and quickly process data, policy, and research questions.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
