This position exists to assists in the development of legislative proposals for all taxes administered by Tax Operations, and to serve as a technical resource.

Responsibilities include:

• Provides technical assistance on statutes, regulations, court decisions, department policies and procedures concerning individual income tax and business tax.

• Help coordinate the documentation of policy decisions and changes to tax law as they relate to specific statutes administered by the Tax Operations Division.

• Engage with internal and external stakeholders regarding tax policy recommendations.

• Review procedures impacted by policy decisions to ensure consistent and equitable administration.

• Determine the correct application of law to specific fact situations.

• Coordinate communication of decisions to others in the division and department, other state agencies, and the public, as appropriate.

• Research and prepare fiscal notes based on proposals from the legislator and governor’s office.

This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. Telework eligibility is based on the business needs of the unit and is at supervisory discretion. Commuting to the St. Paul office location for occasional in-person meetings is expected.

Minimum Qualifications

Three (3)* years of professional level experience working in tax compliance or administration, policy development or administration, or legislative activities.

  • Bachelor's degree in a closely related field as determined by the agency may substitute one (1) year of experience; associate degree substitute for six (6) months; master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience.

Applicants who meet the above experience requirements will be further evaluated based on the following:

• Technical knowledge of taxes administered by Tax Operations, including law and administrative policies and procedures.

• Customer service and interpersonal skills sufficient to interact and negotiate with stakeholders in other functional areas.

• Knowledge of Microsoft software including Outlook, Teams, Word, Excel, and SharePoint

• Communication and presentation skills

• Skill in writing and editing technical materials

• Skill in reading comprehension

Preferred Qualifications

• Experience researching and applying income tax and business tax law, regulations, court rulings, and administrative policies and procedures.

• Experience providing written technical guidance on individual income tax and business tax refund topics.

• Experience with the legislative process, including writing bill explanations, legislative proposals, and fiscal notes.

• Experience writing and editing technical tax materials.

• Knowledge of the department’s penalty and interest statutes and policies.

• Ability to lead a work group or team or independently.

• Human relation skills which would allow one to meet and deal with taxpayers and handle difficult people.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.

Additional Requirements
