Minimum Qualifications
MINIMUM QUALIFICATIONS:
General Option: A baccalaureate degree in forestry; forest management; OR Natural Resource Ecology and Management with a stated concentration in Forest Resource Management, Forest Enterprise, or Wildlife Habitat Conservation and Management followed by three years of professional level forestry experience.
SUBSTITUTIONS:
Graduate training which includes six semester hours in forestry, forest management, or forestry-related Renewable Natural Resources coursework will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience.
A master's degree in forestry, forest management, or Renewable Natural Resources with a stated concentration in Forest Products or Forestry and Forest Resources will substitute for one year of the required experience.
NOTE: Graduate training will substitute for a maximum of one year of the required experience.
NOTE: Any college hours or degree must be from an accredited college or university.
Job Concepts
Function of Work:
To serve as assistant to the Forestry Branch Chief or Assistant Branch Chief coordinating and directing activities of a statewide network of employees, forest land-owners, volunteers, and local jurisdictions involved in specialized forestry programs.
Level of Work:
Program Manager.
Supervision Received:
Broad direction from a Forestry Branch Chief or Forestry Branch Assistant Chief.
Supervision Exercised:
Programmatic over Forestry Parish Supervisors and other forestry personnel in activities related to specialized forestry programs.

Job Distinctions:
Differs from Forestry Program Specialists by the responsibility of directing a specialized statewide forestry program.
Differs from Forestry Program Specialist Supervisor by the absence of direct line supervision.
Differs from Forestry Branch Assistant Chief by the responsibility for one program and the absence of managing and implementing multiple statewide programs.
Examples of Work
Incumbent of this position serves as a Forest Management Program Director with responsibility of assisting with the Office of Forestry's management related programs. These programs include but are not limited to Forest Stewardship, Forest Productivity, and Forest Legacy. The incumbent will work in a statewide capacity and serve as liaison between the Associate State Forester and the Regional Administrator. Supervision for this position is received from the Associate State Forester. Additional supervision from within the Office of Forestry may be provided by the State Forester. This position is eligible for the Hazardous Duty Services Retirement Plan.
30% of job duties are associated with managing the Protection and Mitigation sections of the USFS Consolidated Grant. Incumbent shall be responsible for preparing the grant narratives, managing program expenditures, and reporting.
20% of job duties are associated with Forest Stewardship. The incumbent will assist with development and maintenance of a Forest Stewardship Plan writing tool. This tool will be available to field personnel for the purpose of completing stewardship quality management plans for landowners. The incumbent will receive, document and submit the plans to be saved into a GIS data base. The data base will be maintained for landowner information, statistical analysis and reporting to several entities including the US Forest Service.
20% of job duties are associated with the Forest Productivity Program. The incumbent will coordinate processes with the Administrative Program Specialist associated with the Statutorily Dedicated program by coordinating the LDAF Management & Finance staff. Tracking program funding from timber severance tax collection, application processing and payments to landowners are some of the responsibilities associated with these job duties. This program is offered to qualified forest landowners on a statewide basis.
10% of job duties are associated with Managing the Alexander State Forest. A comprehensive management plan will be maintained to ensure that the State Forest provides opportunities for diverse public use. Examples of issues include recreation, wildlife management and timber management. In addition to the management of resources, the infrastructure of the forest must also be maintained. This includes road, boundary line and structure maintenance.
10% of job duties are associated with the Forest Legacy Program. The incumbent will serve as liaison between the USFS and program recipients. Duties include representing the Louisiana Office of Forestry in meeting and workshops, exploring venues to further forest legacy in the state and secure funding and property.
10% of job duties are associated with administrative issues related to completing assignments. These include completing a daily work log, submitting reports and documents in a timely manner and corresponding with appropriate individuals in regard to issues associated with this position. In addition, administrative duties include other activities associated with reporting time, leave request, etc. Duties include any other related activities as assigned by an Assistant Commissioner, Deputy Commissioner or Commissioner of Agriculture & Forestry. The incumbent of this position will be required to assist with wildfire detection and/or suppression and prescribed burning activities.
Performs other duties as needed.
