Job Description

The Director of Risk Management and Safety, under supervision of the Campus Operations Executive Director of Facility Services and Risk Management, provides leadership and direction for departmental functions and operations. This includes oversight in areas such as of Environmental Health and Safety, Fire Safety, Life Safety, Emergency Management and Business Continuity, and other Risk Services. This position is responsible for developing and implementing strategies and processes to manage risks with the intent of meeting all System, State, and Federal guidelines to support campus functions but also provide the campus with flexibility.

Serves as a Campus Security Authority (CSA).

Position is essential in-office located on the main campus in Stephenville, Texas with work hours of Monday to Friday from 8 AM to 5 PM or as work requirements indicate, which may include afterhours, holidays, and weekends. Must be able to work at multiple site locations

Responsibilities:

  • Oversees management of emergency management, enterprise risk management, life safety, fire safety, environmental and health safety, workers compensation, insurance claims, and other related risk services.

  • Responsible for the administering, development, training, and coordinating of all phases of various safety programs at the University to ensure compliance with System and State regulations, regulatory agencies and national guidelines and regulations.

  • Provide the campus with services that meet all System, Federal, and State guidelines while maintaining flexibility and control and minimize risks and liabilities to the University.

  • Provides guidance for all safety and environmental projects within the University including fire protection systems, asbestos abatement, renovations, industrial hygiene, chemical safety and indoor air quality.

  • Develops comprehensive programs related to containment and disposal of hazardous waste management, lead based paint, asbestos management and other environmental programs.

  • Maintains and oversees records and retention of all testing of fire alarm systems, fire extinguishers, sprinkler systems, emergency light and exit signs, and emergency generators.

  • Develop and implement procedures for university programs related to insurance requests involving buildings, property, fleet, equipment and organizational camps.

  • Manages procurement of appropriate insurance policies and other risk financing methods through various vendors and the System office of Risk Management.

  • Identify and implement faculty/staff/student development and training requirements pertaining to health and safety topics.

  • Provides University personnel with training and updating of programs on emergency preparedness, responses and contingency planning.

  • Supports management and oversight of any state or federal funds received through grants related to the department’s functions.

  • Acts as a liaison with System Members as well as local, state and federal authorities.

  • Collaborates with partners both internal and external, including other university departments and governmental agencies, to continuously improve risk management programs and processes for efficiency and efficacy.

  • Acts as a chair member for the Crisis Management Response Team (CMRT) which requires on-call 24-hour response to remain abreast of threats and communicates updates to leadership and Campus community.

  • Acts as representative of Campus Operations and as valued member of TSU as part of the Texas A&M system and performs other duties as assigned, including serving satellite campuses.

    Education and Experience:

  • Bachelor’s degree in applicable field or equivalent combination of education and experience.

  • Ten years of related experience including two years of related supervisory experience.

    Knowledge, Skills and Abilities:

  • Knowledge of professional and industry standards and practices in the field of risk management.

  • Ability to establish and maintain effective work relationships with students, faculty, staff, and the public.

  • Ability to respond to emergency situations in a timely manner.

  • Knowledge of records retention.

  • Excellent written and verbal communication skills to be able to effectively guide, lead, and develop technical employees promoting team relationship skills and communication.

  • Ability to work with people at all levels of an organization, manage multiple projects and priorities with deadlines, respond quickly to changing situations, and work well under pressure while maintaining individual and team effectiveness.

  • Capability to handle confidential and sensitive information with discretion.

  • Experience managing multiple, large, cross-functional teams or projects, and influencing senior level management and key stakeholders.

    Other Requirements

Must be able to work at multiple site locations.

This position requires 24/7 on-call responsibility and extended work schedule during peak seasons.

Requires CJIS Level 1; Criminal Justice Information System Fingerprint Background Check

Commensurate with experience

The target base annual salary is commensurate with experience and may be negotiable based on funding availability and candidate experience/skillset in relation to the minimum requirements of this position.
