Bureau of Labor Statistics Administrative Officer in Suitland, Maryland

Summary The Bureau of Labor Statistics measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making. The position is located in the Bureau of Labor Statistics, Office of Field Operations. Responsibilities The BLS headquarters is currently in the process of relocating within the National Capital Area to Suitland, Maryland. If selected for this position, with an assigned duty station of Suitland, MD (Metropolitan Washington DC area), you may be eligible for limited telework with approval from your supervisor, based on onsite duties and responsibilities, while the new headquarters is being completed. Upon completion of the new headquarters offices in Suitland, MD, you will be expected to report in person to the Suitland Federal Center after receiving notification to do so. At that time, you may be eligible for limited telework, consistent with the telework policies of the Department of Labor, with approval from your supervisor, based on onsite duties and responsibilities, and if consistent with telework policies and mission needs of BLS. As an Administrative Officer, GS-0341-15, you will serve as the Director of the Division of Business Operations (DBO) in the Office of Field Operations (OFO). The major duties for this position include, but are not limited to the following: Responsible for administrative support functions such as human resources management, procurement and contracting, budgeting, accounting and finance, management information, internal controls, confidentiality, audits and program reviews, safety, telecommunications, and mail operations Providing high-level support to the Associate Commissioner in carrying out the office's responsibilities in the areas of budgeting and financial management, human resources management and development, employee and labor management relations, organization and management analysis, management policy, management systems and controls, confidentiality, ethics, procurement, facilities acquisition and management, and workplace safety and health Investigating and studying management and operational issues to determine need for operational or policy change, or to determine where management improvements are necessary Formulating recommendations to the Associate Commissioner, justifying recommended action, gaining approval, and implementing and following through on actions, changes, and improvements for the solution of management problems and to obtain increased efficiency Planning and scheduling work assignments within the OFO and monitoring those assignments to assure efficiency, accuracy, and effectiveness Requirements Conditions of Employment Qualifications Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. You must meet the Specialized Experience to qualify for Administrative Officer, as described below. GS-15: Applicants must have one year of specialized experience equivalent to at least the next lower grade level, GS-14, in the federal service. This one year of specialized experience must have equipped the applicant with the particular knowledge, skills, judgment, and technical competence in order to successfully perform the duties of the position to be filled. In order to be minimally qualified, applicants must meet ALL of the following experience indicators: Providing authoritative technical advice and guidance in administrative and management areas including budgetary and financial management, human resources, planning, evaluation, and administrative support services; Managing organizational priorities and goals, interpreting regulations, applying existing policies and standards, and developing policy clarifications; Developing, revising and/or interpreting policy/regulatory guidance on program planning and administrative management for the organization; and Conducting program evaluations to identify areas of ineffectiveness and/or inefficiency and recommending solutions. Section 2638.103 of Title 5 of the CFR states: Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements. Supervisory Financial Disclosure: This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL.
