U.S. Census Bureau Supervisory IT Specialist (APPSW) in Suitland, Maryland

Summary This vacancy is for a Supervisory IT Specialist (APPSW) position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. This Job Opportunity Announcement may be used to fill other Supervisory IT Specialist (APPSW), 2210-14, FPL GS-14, positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience. Responsibilities Manages/ leads staff, task forces, and project teams in advanced systems software/hardware project efforts to maximizing use of resources to minimize risk to the successful dissemination of censuses and surveys. Manages projects through the systems development lifecycle (SDLC) including requirements analysis, design, software development, quality assurance, testing, training and implementation. Analyzes and evaluates work concerned with integrated systems of computer program and/or computer equipment. Serves as a technical expert and authority over management, administrative and programmatic assignments and activities for the organization supervised. Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes: possessing detailed knowledge of IT systems/programs used in data dissemination; developing software applications using common programming languages and office coding standards; planning and implementing system design and integration and various testing operations for assigned software and ensures coordination of those activities with other programs within the organization; advising on impact of changes to specifications and/or existing IT systems/software and planning how to implement such changes In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Additional Information If hired for this position with the Census Bureau, at its headquarters office located in Suitland, Maryland, you will be expected to temporarily telework to maximum extent while the headquarters building is being renovated. Once renovations are completed for your area, you will be notified when to return to the office. At that time, you will be expected to work from your duty station, and you may be eligible to telework, up to 8 days a pay period depending on your respective work schedule, with approval from your supervisor.
