COUNTY OF DOUGLAS Aging/Disability Resource Ctr. Director in SUPERIOR, Wisconsin

JOB REQUIREMENTS: The Aging and Disability Resource Center (ADRC) Director develops and administers the operation of programs and services offered by the ADRC, in accordance with local, state, and federal laws, rules, and regulations. Full-time, exempt, based on 40 hours per week (2080 hours per year). \$35.43 - \$38.30 per hour reflects the hiring range for this position. Directs the operations and administration of the ADRC; conducts planning activities that identify the needs of older people, people with disabilities and their support systems, and determines how to best meet those needs by maximizing resources. Develops, implements and maintains ADRC policies and procedures. Develops quality improvement programs for services provided by the ADRC. Monitors federal and state administrative policies and legislative initiatives for impact on the ADRC. Advises and makes recommendations to the ADRC Advisory Committee, Health and Human Services Board, and collaborates with various external committees on issues related to the target populations served by the ADRC. Provide orientation, training and ongoing education so they can effectively carry out their duties. Provides direct supervision to ADRC staff; delegates, monitors, supervises and approves activities of staff to ensure accuracy, consistency, competence and efficiency. Participates in staff hiring to ensure contract requirements are met. Ensures core functions of the ADRC are provided and meet contract requirements. Conducts staff performance evaluations; determines and arranges staff training and development. Assists in creating the ADRC budget and oversees the budget and financial management of the ADRC. Supervises record keeping procedures to ensure accurate and timely fiscal reporting. Develop and implement outreach and marking initiatives that promote ADRC services. Performs other duties as required. This position performs non-sedentary and sedentary work. Non-sedentary work includes walking distances on uneven surfaces and climbing stairs, standing and sitting, carrying a laptop computer and other materials simultaneously; and ability to lift up to 30 pounds. May require field visits, sometimes in buildings or terrain that is not handicapped accessible. Requirements include driving a vehicle to and from appointments. Must maintain a valid driver\'s license. ***** OTHER EXPERIENCE AND QUALIFICATIONS: Knowledge of community human service resources and means of access by people in need. Knowledge of program rules and regulations. Knowledge of legal requirements for health and human service programs, including client rights, confidentiality, and non-discrimination. Knowledge of goals, principles, and practices of health and human service programs, program administration, and program goals and their intended impacts. Ability to communicate effectively with individuals of varying abilities, interests, and concerns. Knowledge of strategic planning, development, and analysis of performance measurements. Ability to develop, interpret, and implement regulations, policies, procedures, written instructions, general correspondence, and other department-specific documents. Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority. Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision. Ability to think quickly, maintain self-control, and adapt to stressful situations. Knowledge of management and supervisory practices & principles, including the ability to make final employment recommendations, prepare performance evaluations, manage time off, and maintain pers nnel records.
