County of Hyde Grant Administrator in Swan Quarter, North Carolina

The Grant Administrator position works with a team on the implementation and monitoring of grant programs. This position follows grant awards, and on a monthly basis monitors project cash flow to ensure that projects are on schedule financially. This position is required to review monthly reimbursement reports for accuracy before final submission to fiscal section for payment. This position monitors grant awards to determine compliance with Federal and State financial and program guidelines and to determine progress toward stated goals, objectives and daily activities. This position is required to submit financial reports to be reviewed bythe County Manager. Reports include funding utilization reports, subrecipients monthly reporting, quarterly reports. These KSAs, along with the minimum education and experience listed, are required in order to be deemed "eligible" for the position. Therefore, you must demonstrate or provide supporting information within the body of your application to demonstrate your possession of each KSA listed. Qualified applicants must possess, and applicant must clearly reflect work experience that demonstrates the following: Demonstrated working knowledge of federal and/or state grants. Demonstrated working knowledge of financial reporting. Demonstrated working knowledge of program monitoring. Ability to communicate in a clear and concise manner (written and/or oral). Ability to work within a team as well as independently. Proficient with Google Drive and all other Google applications, MS Office and basic database software. A Bachelor's degree in accounting, finance, business administration, public administration, or a related discipline from an accredited institution or an equivalent combination of education and experience is required. About the Organization, Department, and Position: Hyde County, governed by a five-member Board of Commissioners, has a FY 2024 general fund annual operating budget of $17,099,771. The county has 101 full-time and 35 part-time positions, and offers full benefits including a comprehensive benefits package, retirement and 410K contributions. Hyde County offers the opportunity to join a small and close knit work family that is supported by leadership development and training opportunities.The Hyde County Grant Administrator works directly under the County Manager and works closely with the Finance and Accounting Departments to manage grant funded projects, including accounts receivable and accounts payable, and required reporting. Hyde Countys Office of Grant Administrations goals are to improve the lives of the citizens of Hyde County through grant funded projects, to further grow resilient infrastructure in Hyde County and to promote economic development. The Grant Administrator is responsible for direction and oversight of large portfolio of federal, state and foundational grants. The work required is challenging and rewarding. This position also works cooperatively with clients, grant funding agencies, engineers, architects and builders. The Grant Administrator has advanced interpersonal skills and can relate to individuals of all backgrounds and educational levels. About the Community: Hyde County is a coastal county in eastern North Carolina. Hyde County consists of a rural mainland where agriculture is the primary industry followed by commercial fishing and forestry and Ocracoke Island, which is dependent on tourism and is only accessible by the North Carolina Ferry Syst m or private boat/aircraft. It is the second least populated county in the state with a full time population of less than 5,000 people. Hyde County was formed December 3, 1705, as Wickham Precinct, one of three precincts within Bath County. In 1712 it was renamed Hyde Precinct, for Edward Hyde, Governor of North Carolina from 1711 to 1712. In 1739 Bath County was abolished, and Hyde Precinct became Hyde County. Various boundary adjustments followed. In 1745 Lake Mattamuskeet and its adjoining territory were transferred from Currituck County to Hyde County. In 1819 the part of Hyde County west of the Pungo River was annexed to Beaufort County. In 1823 the part of Currituck County south of New Inlet was annexed to Hyde County. This area included the present day Hatteras Island. In 1845 Ocracoke Island was transferred from Carteret County to Hyde County. In 1870 Hyde County was reduced to its present dimensions, when its northeastern part was combined with parts of Currituck County andTyrrell County to form Dare County. Since its creation, the boundaries of Hyde County have changed more than those of any other county in North Carolina. Hyde County is the second largest county geographically in the state and has no incorporated townships or town governments. The county seat is located in Swan Quarter. The population of the county is experiencing a decreasing trend with a large percentage of that population being elderly. Hyde Countys nearest hospitals are located in adjacent Beaufort and Dare Counties but do have two Federally Qualified Health Centers in Engelhard and Ocracoke and a Health Department which offers robust programming including but not limited to GP services, telehealth, mental health and substance abuse and dentistry. The Hyde County mainland is home to the largest natural lake in North Carolina, Lake Mattamuskeet and is home to the Mattamuskeet National Wildlife Refuge and many other beautiful public lands. Recreational activities include fishing, birding, boating/kayaking and many other natural outdoor activities. Ocracoke Island has been named Worlds Most Beautiful Beach by Dr. Beach and is considered the Pearl of the Outer Banks. Both areas offer an exceptional quality of life and low crime rates. Salary and Benefits: The hiring range for the position is $42,783- $66,314 and includes a comprehensive benefits package.
